About this opportunity

The City of Kissimmee, Florida is requesting qualifications for a comprehensive School Zone Speed Detection Cameras program serving 12 public schools, with proposals due August 31, 2026 at 2:00 p.m. A 5-point local-vendor preference applies in the evaluation.

The scope is turnkey and expansive: traffic studies; hardware and equipment design and installation; software development for violation processing; public awareness campaigns; ongoing maintenance, calibration, and customer service for both the City and vehicle owners receiving violations; and regulatory compliance across the City's jurisdiction. The contractor bears all installation, maintenance, calibration, administration, and regulatory compliance costs. The City does not guarantee a minimum number of installed systems and reserves the right to require removal or relocation.

The anticipated contract term is five years with optional extensions of up to five additional twelve-month periods, not to exceed 120 months total. Compensation will be negotiated following qualifications-based evaluation and may take the form of revenue sharing models, tiered revenue share, fixed annual or monthly fees, hybrid compensation, performance-based compensation, guaranteed minimum revenue, or other mutually agreed structures. The City does not guarantee minimum revenue.

Proposals will be evaluated on seven criteria totaling 100 points: User Experience (15 points), Implementation (20 points), Vendor Experience (20 points), Reliability of Program (25 points), Support and Training (10 points), Commercial Flexibility (5 points), and Firm Location-local vendor preference (5 points). The contractor must obtain performance bonds and maintain comprehensive general liability insurance of $2 million and cyber liability insurance of $1 million, and comply with all Florida statutes governing school zone speed detection systems and data protection requirements. Public opening is scheduled for 2:30 p.m. on August 31, 2026.
