About this file

This is Addendum No. 1 to a Request for Qualifications (RFQ2026019) issued by the City of Kissimmee, Florida for School Zone Speed Detection Cameras, clarifying and modifying the original solicitation requirements. The addendum grants a two-week extension to the proposal submission deadline, moving the new due date to Monday, September 14, 2026, at 2:00 p.m. The City provides an updated list of 12 school zones within Kissimmee city limits, noting that Highlands Elementary School's roadway is located in the county and Osceola High School does not have an active school zone with flashing lights; Cypress Elementary was added to the list. The addendum clarifies that supporting appendices may be included at the end of proposals and are excluded from maximum page count limits, and that "RAW images" refers to original, unedited images regardless of file format, with the City responsible for downloading and destroying such images in accordance with applicable law.

The addendum designates live video capability as optional and desirable rather than mandatory, though the City expresses a preference for 24/7 live video streaming if provided. The City anticipates at least seven employees requiring simultaneous access to live feeds. The addendum requires role-based permissions and access controls to ensure compliance with Florida public safety and speed enforcement legislation, including the ability to audit user accounts and verify timestamps of viewed content. These clarifications, corrections, and additions supersede all conflicting language in the original RFQ documents. Proposers must acknowledge receipt of this addendum by completing the applicable acknowledgment section and submitting it with their proposal.

Please clarify whether “RAW images” refers specifically to images captured in a proprietary or unprocessed RAW camera file format, or more broadly to original, unedited images, regardless of file format.

6. Video uptime and stream continuity Is it the City’s expectation that the proposed system support continuous, 24/7 live video streaming from all active school zone cameras? If not, please specify the required hours of availability or circumstances under which live video access must be provided.

Answer: With the optional capability addressed in question 5. Yes, we would like 24/7 live video streaming.

7. Concurrent user access Approximately how many authorized municipal users does the City anticipate will require simultaneous access to the live street-view video feeds?

Answer: We would like to have at least 7 employees who would have access to the live feed.

8. Live video regulatory compliance Section 3.2(q) prohibits the use of the speed detection system for remote surveillance.

Please clarify how the requested live-video capability is intended to operate within this restriction. In particular, please identify any required technical controls such as role-based permissions, access logging, viewing limitations, or other safeguards that the proposed solution must provide to ensure live-video access remains compliant with applicable Florida public-safety and speed-enforcement legislation.

Answer: We would require role-based permissions, preferably controls over who can view what cameras and the ability to audit the user accounts to verify timestamps and what was viewed.

A. ACKNOWLEDGMENT OF ADDENDA:
