About this opportunity

The Colorado Department of Health Care Policy and Financing (HCPF) is soliciting proposals under RFP UHAA 2026000142 for a program administrator for its School Health Services (SHS) Support program, with proposals due November 3, 2026. Organizations currently serving as Colorado school districts, BOCES, or entities representing those organizations are ineligible, a restriction clarified by RFP modification after initial ambiguity. Independent private consulting firms and out-of-state LLCs are eligible.

The contractor will manage cost reporting and Random Moment Time Study systems, perform audits and compliance reviews, conduct Medicaid eligibility matching, calculate interim rates and cost settlements, deliver training (a minimum of four annual in-person sessions plus quarterly online trainings), staff a help desk, host stakeholder meetings, and produce financial and program reports. Mandatory qualifications include organizational experience as a School Health Services consultant within the past six years and familiarity with online cost reporting and time study systems. Deliverables must meet Colorado accessibility law and WCAG Level AA. The contractor may use pre-existing, contractor-owned cloud platforms, but Colorado-specific work product and data must be owned by the State.

The maximum budget is $6.89 million for operational years plus $200,000 for the startup period, totaling $7.09 million through State Fiscal Year 2032. Proposals exceeding this total will be rejected. Startup runs March 1, 2027 through June 30, 2027, followed by an initial one-year operational period. The total duration may not exceed five years, and the State holds sole discretion to exercise or decline any option. The incumbent is Public Consulting Group, Inc.

Evaluation is qualitative, without numerical point values, and considers organizational experience, mandatory requirements, personnel, online system capabilities, cost reporting, SHS audit process, time study experience, outreach plan, and price. The pricing worksheet marks cost settlements, audit plan updates, training plans, interim rates, help desk services, and quarterly cost report outcomes as highest importance. The program serves up to 178 participating school districts, and in SFY 2023-24 it distributed over $82 million in federal Medicaid reimbursement to 59 providers.
