About this opportunity

Clayton County Public Schools is requesting proposals for school crossing guard services covering approximately 65 guards across elementary, middle, and high schools, with proposals originally due May 1, 2023, but extended through Addendum 3 to May 12, 2023 at 3:00 p.m. EST. A non-mandatory pre-proposal conference was held April 11, 2023 via Zoom. Bidders must acknowledge receipt of all addenda, including Addendum 3, or face proposal rejection.

The scope spans morning and afternoon shift coverage—6:45 a.m. to 8:15 a.m. and 1:45 p.m. to 3:15 p.m. for elementary schools; 7:45 a.m. to 9:15 a.m. and 2:45 p.m. to 4:15 p.m. for middle and high schools. All crossing guards must be at least 21 years old, high school graduates or GED equivalent, and capable of maintaining calm judgment in traffic situations. Proponents must demonstrate a minimum of three years of verifiable experience providing school crossing guard services. The Department of Safety and Security determines on a case-by-case basis which locations require additional coverage due to higher-risk circumstances; Clayton County will not accept proposals with exceptions to coverage of higher-risk locations, as all CCPS locations must have crossing guard coverage.

Cost proposals must be firm and fixed, submitted via Bonfire with separate line items for each shift type, encompassing all labor, uniforms, equipment, training, insurance, and administrative costs. All crossing guards must be E-Verify participants and satisfy Georgia work authorization and criminal background check requirements. Required insurance includes Worker's Compensation at statutory limits, Comprehensive General Liability of at least $1 million, and Automobile Liability of at least $1 million. The initial contract term is one year, with three optional one-year renewal periods, commencing within ten calendar days of Notice to Proceed and terminating June 30 of each contract year. CCPS reserves the right to terminate for convenience with ten days' written notice or for default if the contractor fails to remedy performance issues within ten days of notice.
