About this opportunity
The State of South Dakota Department of the Military, specifically the Joint Force Headquarters-Command, Finance and Management Office (JFHQ-CFMO), is seeking a contractor to provide comprehensive janitorial services for the Combined Support Maintenance Shop #2 (CSMS#2) located in Rapid City, Pennington County. The procurement is a Request for Proposal (RFP #25RFP18488) for a five-year contract with potential four one-year extensions, covering approximately 3,500 square feet of facility maintenance. The successful contractor must provide all personnel, equipment, tools, materials, and supervision to maintain a clean, healthy, and safe work environment, with cleaning services to be performed weekly from Tuesday through Friday, preferably after business hours. Key deliverables include thorough cleaning of entrances, lobbies, corridors, stairwells, restrooms, locker rooms, and gym areas, with specific tasks such as dusting, vacuuming, disinfecting, and restocking supplies. Evaluation criteria will focus on specialized expertise, technical competence, available resources, past performance, and project management capabilities. Critical dates include a Letter of Intent due by November 25th, 2025, offeror questions due by December 1st, 2025, proposal responses by December 5th, 2025, and final proposals due by December 12th, 2025, with an anticipated contract award by January 5th, 2026.
The RFP does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Contractors must meet comprehensive insurance requirements, including $1,000,000 in Commercial General Liability, Professional Liability, and Business Automobile Liability, plus Workers' Compensation Insurance as required by South Dakota law. All cleaning products must be environmentally safe, biodegradable, and low-VOC, with preference for Green Seal GS-37 and GS-40 standards. Contractors must obtain security clearance for employees and manage facility access. While no specific incumbent vendor is mentioned, the contract may be funded through cooperative federal agreements, requiring compliance with federal contract clauses and protections. Contractors must also adhere to non-discrimination provisions, debarment certifications, and restrictions on entities owned by foreign nationals. The monthly compensation will be based on an agreed-upon bid rate that covers all labor, equipment, supplies, insurance, and taxes, with no additional compensation anticipated. Though no explicit budget range is provided, the comprehensive requirements suggest a substantial service contract for facility maintenance.
