About this opportunity
Pinellas County is seeking a contractor for the SCB Replacement of Generator Controls and Switchgear project at the South Cross Bayou Advanced Waste Reclamation Facility (AWRF), with Bid No. 25-0073-ITB-C and Project ID 004906DE. The procurement involves comprehensive removal and replacement of two switchboard line-ups, including utility circuit breakers, generator circuit breakers, feeder circuit breakers, group mounted devices, and automatic failover systems. The project requires furnishing all equipment, materials, and labor to create fully operational and tested electrical systems. Mandatory project requirements include completing work within 450 consecutive calendar days, conducting an arc flash risk assessment, developing one-line electrical diagrams, performing short circuit and protective device coordination studies, and providing operations and maintenance manuals. A mandatory site visit is scheduled for February 13, 2024, at 1:00 PM, with project questions due by February 26, 2025. Proposal submissions are due March 13, 2025, at 3:00 PM, and contractors must be registered with the E-Verify system and provide comprehensive insurance coverage.
The project has Small Business Enterprise (SBE) compliance requirements and is part of a four-year program to replace 12 electrical switchgear units at the facility. Contractors must submit a detailed qualification package, including a bonding letter, project experience details, reference letters, and proof of financial stability. The total contract award is estimated at $2,032,000, with major cost components including $1,854,000 for switchgear replacement and demolition. Bidders must complete an OpenGov Fillable Form, provide vendor information, and demonstrate experience with similar infrastructure projects. The project targets switchgears that are 30-40 years old and located in a highly corrosive environment, necessitating comprehensive infrastructure investment. Existing infrastructure includes 277/480 volt, 2000 ampere rated switchboard line-ups that require networking circuit breakers, power monitoring, and automatic failover systems integration. Contractors will need to provide temporary generator power during the replacement process and conduct training for owner personnel.
