About this opportunity
The Illinois State Board of Education (ISBE) is seeking an offeror to provide comprehensive statewide training and development services for restraint, time out, and isolated time out (RTO) practices in educational settings through a Request for Proposal (RFP) posted March 20, 2026, with a due date of April 16, 2026. The solicitation requires the selected vendor to develop and deliver at least 8 hours of online professional learning modules covering crisis de-escalation, restorative practices, trauma-informed approaches, behavior management, Illinois regulations, and safe RTO practices; establish and maintain a learning management system and website with virtual communities of practice; schedule and host 15 in-person workshops distributed across Illinois and 5 virtual workshops for school and district administrators; and provide ongoing support to schools receiving noncompliance findings while participating in relevant conferences with statewide and national organizations. The contract term commences July 1, 2026, and extends through June 30, 2029, with a maximum total term not to exceed ten years including renewal options. The evaluation process allocates 200 points for technical requirements (including mandatory pass/fail criteria, proposed technical solution, synchronous professional development and support, and continuous improvement plan), 40 points for commitment to diversity, and 48 points for pricing, totaling 288 maximum available points. The procurement includes technical evaluation scheduled for April 2026, award anticipated in May 2026, and contract execution targeted for June 2026.
This solicitation is subject to the State of Illinois Business Enterprise Program (BEP) requirements, establishing an aspirational goal of awarding not less than 30 percent of total contract dollar value to businesses certified as owned and controlled by minorities, women, and persons with disabilities, with an additional requirement to award not less than 3 percent to Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses. All offerors must complete and submit a mandatory U-Plan (Utilization Plan) documenting commitment to utilizing certified BEP and VBP subcontractors and demonstrating good faith efforts if unable to meet stated goals; failure to submit a complete U-Plan renders a bid non-responsive and subject to rejection. Offerors must also submit a Commitment to Diversity (C2D) Answer Sheet with supporting verification documents demonstrating their track record of contracting with women, minority, and disability-owned businesses, DEI spending and time commitments, written diversity policies, and diversity representation in staffing across all organizational levels. Vendors not registered in the Illinois Procurement Gateway (IPG) must submit a complete Vendor Disclosure Form (formerly Forms A), while those with active IPG registrations must submit an IPG Active Registered Vendor Disclosure form, both of which are mandatory submissions under penalty of perjury. The RFP requires all submissions through the BidBuy electronic system and mandates compliance with extensive contractual requirements including professional liability insurance ($1,000,000 per claim/$1,000,000 aggregate), cyber liability insurance ($2,000,000 per claim/$2,000,000 aggregate), strict adherence to FERPA, the Illinois School Students Records Act, and SOPPA confidentiality requirements, and encryption compliance with Federal Information Processing Standard 140 using Advanced Encryption Standard with minimum 256-bit key length. The contract may be partially or wholly funded with federal funds under the Stevens Amendment, and a $15 Minority Contractor Opportunity Initiative fee applies to any contract award of $1,000 or more, which will be deducted from the first check issued to the vendor; no specific contract value range is disclosed in the available solicitation documents.
