About this file
This is a Question and Answer Addendum document issued by the Illinois State Board of Education (ISBE) for solicitation B-51358, clarifying requirements related to statewide training and development for Restraint, Time Out, and Isolated Time Out (RTO) practices in educational settings. The RFP, posted March 20, 2026, with an April 16, 2026 deadline, seeks a vendor to deliver comprehensive professional learning services including online training modules covering crisis de-escalation, restorative practices, and trauma-informed approaches; establishment and maintenance of a learning management system with virtual communities of practice; and scheduling of 15 in-person workshops and 5 virtual workshops annually for school and district administrators across Illinois. The contract term commences July 1, 2026, and extends through June 30, 2029, with a maximum total term not to exceed ten years including renewal options. The addendum confirms that physical restraint training and certification are outside the scope of this solicitation, that workshop timing may occur throughout each fiscal year without ISBE preference for specific schedules, and that support to schools receiving noncompliance findings should be integrated within already-outlined RTO activities rather than provided as additional services.
The addendum establishes that indirect costs and overhead are capped at 8 percent of total contract value. As outlined in the primary RFP, offerors must comply with Illinois Business Enterprise Program (BEP) requirements with aspirational goals of awarding not less than 30 percent of total contract dollar value to minority, women, and disability-owned businesses, plus not less than 3 percent to Service-Disabled Veteran-Owned and Veteran-Owned Small Businesses. All vendors must submit a mandatory U-Plan documenting commitment to certified subcontractors and good faith efforts, a Commitment to Diversity Answer Sheet with supporting documentation, and appropriate vendor disclosure forms. The contract requires professional liability insurance of $1,000,000 per claim and cyber liability insurance of $2,000,000 per claim, and must comply with FERPA, Illinois School Students Records Act, and SOPPA confidentiality requirements. A $15 Minority Contractor Opportunity Initiative fee applies to contract awards of $1,000 or more, deducted from the first check issued to the vendor.

B-51358 SBE: Statewide Training and Development for Restraint, Time Out, and Isolated Time Out Practices Question and Answer Addendum #1
1. The RFP indicates that required professional learning must align with 23 IAC 1.285(h), which specifies that online training may be used for topics such as crisis de escalation, restorative practices, and identifying signs of distress, but that online training may not be used for training pertaining to physical restraint. Can ISBE confirm that the professional learning required under this RFP does not include instruction on how to physically restrain students, and that physical restraint training/certification is outside the scope of this solicitation?
A.1. ANSWER: Correct, physical restraint/training certification is outside the scope of this solicitation.
1. The RFP states that the contract resulting from this procurement will have a term commencing upon July 1, 2026 and ending on June 30, 2029. What is the desired timing of the 15 in-person workshops and 5 virtual workshops to support school and district administrators in developing local RTO policies and procedures across this period of performance?
ANSWER: The 15 in-person and 5 virtual workshops that are required every fiscal year can occur throughout the year. ISBE does not have a preference as to the exact timing of these activities every year.
1. The RFP states that the selected Offeror will “Support schools and districts that have received finding of noncompliance with 23 IAC 1.285 from ISBE via state RTO complaint.” What does ISBE expect this support to schools and districts to look like? Will this support be above and beyond the activities already outlined in the RFP (e.g., online professional learning, virtual communities of practices, 15 in-person trainings, etc.)?
ANSWER: No.
1. Is there a limit on indirect costs or overhead?
If yes, what is that limit?
ANSWER: Yes, there is a limit on indirect costs. That limit is 8%.
