About this opportunity
The Illinois State Board of Education is requesting quotes for up to six independent evaluators to conduct a charter school renewal review of Intrinsic 2 Charter High School in Chicago, with quotes due July 7, 2026. This is an SBE-restricted procurement (SBE-AU108-FY27).
Vendors may bid for a minimum of one evaluator or a maximum of six evaluators. Each evaluator functions as an equal team member and submits an independent evaluation. The scope includes reviewing the Initial Charter Renewal Findings report and renewal application; participating in a one-day on-site visit with focus group interviews, staff meetings, and stakeholder engagement; conducting a public forum for community comments; providing written analysis of academic program performance, organizational structure and compliance, and financial performance; and submitting a renewal recommendation to ISBE by the end of October 2026. The contract term runs from execution through January 31, 2027, with all scheduled activities expected to complete during September and October 2026.
Vendors must demonstrate at least five years of public school or charter school administrative experience at the school, district, or board level and at least three years of experience in school improvement implementation or evaluation, school performance evaluation, or school operations. Professional liability insurance of not less than $1,000,000 per claim and $1,000,000 annual aggregate is required. Vendors must sign confidentiality statements and complete all required trainings and school visits.
Pricing must be an all-inclusive hourly rate with no separate expense reimbursement. The project is expected to require no more than 100 hours per evaluator, for a total of 100 to 600 hours depending on the number of evaluators retained. ISBE does not guarantee a set number of hours or minimum payment amount. Award will be made to the lowest-cost responsive vendors; ISBE reserves the right to award to multiple vendors and reject any or all offers. Quoted prices must be valid for 30 days from submission with no price increases permitted. Payment is processed upon submission of monthly invoices detailing hours worked. The charter renewal process commences upon contract execution or by August 14, 2026, and culminates by January 31, 2027.
