About this opportunity
The Illinois State Board of Education (ISBE) is requesting quotes for up to four independent evaluators to conduct a charter school renewal review for Intrinsic 2 Charter High School in Chicago, with quotes due July 22, 2026. This is a set-aside procurement open only to Small Business Enterprises (SBE).
Evaluators will assess the school's Initial Charter Renewal Findings report, renewal application, and supporting documents, then participate in a coordinated one-day on-site visit in September or October 2026 that includes focus group interviews, staff meetings, and a public forum. Each evaluator will prepare an independent written analysis addressing academic program performance, organizational structure and compliance, and financial performance, culminating in a renewal recommendation to the State Superintendent by October 31, 2026.
Required qualifications include a minimum of five years of public or charter school administrative experience and three years of experience in school improvement evaluation, performance assessment, or school operations. Vendors and assigned evaluators must sign confidentiality agreements and participate in ISBE-conducted training meetings and all evaluation activities.
The contract term runs from execution through January 31, 2027. Work is estimated at no more than 100 hours per evaluator (100 to 400 total hours combined), with compensation provided via hourly rates inclusive of all costs. Vendors may quote for one to four evaluators and will be selected based on lowest cost per evaluator. Quotes must remain valid for 30 days with no price increases permitted.
Vendors must provide General Commercial Liability insurance of $1 million per occurrence / $2 million aggregate, Auto Liability of $1 million, Worker's Compensation as required by law, and Professional Liability Insurance of $1 million per claim / $1 million annual aggregate maintained for three years post-completion. Contracts of $1,000 or more are subject to a $15 minority contractor initiative fee deductible from the first payment. Vendors must comply with all Illinois certification requirements, including prevailing wage obligations where applicable.
