About this opportunity
The California Department of Transportation (Caltrans) has issued a Small Business (SB) Minor B contract opportunity for upgrading a bulk fuel tank system at the Brawley Maintenance Station in Imperial County, located in District 11 on Route 078. The project involves comprehensive infrastructure replacement, including removal of existing fuel storage infrastructure and installation of a new 10,000-gallon multi-compartment insulated double-wall above-ground fuel tank system with secondary containment. Specific deliverables include fuel dispensers, submersible pumps, piping, guard posts, concrete work, electrical systems, and associated site preparation. The contract (No. 11A4287, Project ID 1125000074) requires completion within 45 working days, with quotes due by December 26, 2025, at 2:15 p.m., to be submitted via email to arlena.tedder@dot.ca.gov. Bidders must submit unit price proposals using the provided Price Quote Proposal Sheets, with a strict maximum bid threshold of $461,000. Evaluation will focus on the lowest responsible bidder, who must provide comprehensive documentation including subcontractor lists, contract requirement certifications, and various compliance documentation.
The procurement is exclusively reserved for certified Small Business contractors under Section 2-1.05, with no mandatory Disabled Veteran Business Enterprise (DVBE) participation goal, though DVBE participation is encouraged. Contractors must possess appropriate state licensing, federal identification, and Department of Industrial Relations registration. For bids exceeding $25,000, a payment bond equaling 100 percent of the total bid is mandatory. The estimated project value is approximately $460,000, with potential additional costs related to required documentation such as payment bonds, insurance certificates, and payee data records. Successful bidders must be prepared to provide comprehensive documentation at the time of award, including proof of insurance, performance capabilities, and compliance with prevailing wage requirements. The contract will be awarded within 30 days after bid opening, with the expectation that the selected contractor will integrate new fuel infrastructure seamlessly with existing Caltrans maintenance station systems.
