About this opportunity
The California Department of Transportation (Caltrans) is seeking a certified Small Business to execute a Minor B Contract (Solicitation No. 10A2770) for highway infrastructure electrical work in Merced and Tuolumne Counties. The project involves replacing critical electronic transportation management components at three specific locations along Routes 152, 108, and 99, including upgrading Changeable Message Signs (CMS) from Type 500 to Type 700, replacing traffic loops and associated equipment, and installing a new Extinguishable Message Sign (EMS). Key deliverables include modifying traffic monitoring stations, implementing temporary traffic control measures, and ensuring compliance with California electrical and infrastructure standards. The contract is scheduled for 16 working days, with bid quotes due on March 20, 2025. Bidders must submit comprehensive documentation, including a Subcontractor List, Small Business Status form, and California Company Preference form, and adhere to specific technical specifications for electrical system installation, conduit runs, and equipment modifications.
The procurement is exclusively reserved for Certified Small Businesses, with a strict bid ceiling of $461,000.00 to prevent larger firms from competing. While the Department establishes no Disabled Veteran Business Enterprise (DVBE) contract goal, they encourage DVBE participation. The estimated project budget is $313,850.00, covering 13 distinct line items related to traffic management system modifications, construction area signs, and related infrastructure improvements. Bidders must possess valid state contractor's licenses, federal identification numbers, and Department of Industrial Relations registration. The contract requires compliance with Buy America provisions, California Civil Rights Laws, and specific electrical work standards. Successful bidders will be required to provide Payment Bonds and Insurance upon contract award, with potential consequences for unsatisfactory performance including ineligibility for future Caltrans projects.
