About this opportunity

The California Department of Transportation (Caltrans) is seeking a certified Small Business contractor to install an Elk Detection System along Highway 101 in Humboldt County, specifically spanning from 0.5 mile south of McDonald Creek Road to 1.3 miles north of Redwood Trails Lane. The project involves a comprehensive installation of traffic safety technology, including 30 transceivers mounted on wooden posts, two changeable messaging signs, four elk warning signs with flashing beacons, elk collars, and up to three vehicle speed recorders. Deliverables will focus on enhancing wildlife and driver safety in an environmentally sensitive area near Humboldt Lagoons State Park. The solicitation was issued on April 24, 2025, with quotes opening on May 7, 2025, and a required contract completion timeline of 35 working days. Contractors must hold either a Class A or applicable Class C license and submit bids electronically to tammy.p.tran@dot.ca.gov, with a strict bid ceiling of $461,000.00. Evaluation will consider the contractor's ability to meet technical specifications, compliance with environmental regulations, and adherence to project-specific requirements.

The procurement is exclusively reserved for certified Small Businesses, with no specific Disabled Veteran Business Enterprise (DVBE) contract goal, though DVBE participation is encouraged. The total estimated project cost is $383,000, and awarded contractors will be required to provide payment bonds and insurance upon contract selection. Bidders must comply with specific provisions including Buy America requirements, prevailing wage considerations, and environmental stewardship guidelines. The project incorporates modern contractual elements such as generative AI reporting requirements and executive orders related to technology use and international sanctions. Additional requirements include cultural sensitivity provisions, with specific accommodations for potential Native American ceremonies in the project area. Successful contractors must demonstrate technical proficiency in traffic monitoring systems, wildlife detection technology, and roadside infrastructure installation, with the ability to work within the unique ecological constraints of the Humboldt County region.
