About this opportunity

The City of Santa Fe, Central Purchasing Division, is soliciting bids on construction improvements to Runway 33 Runway Safety Area at Santa Fe Regional Airport, with electronic bids due August 14, 2026, at 2:00 p.m. through the OpenGov Procurement Portal. This is a federally funded Airport Improvement Program project subject to FAA oversight and mandatory compliance with Buy American, Davis-Bacon prevailing wage, and BABA requirements.

Bidders must submit a completed Buy American certification statement (49 U.S.C. § 50101 and BABA Act) as part of bid responsiveness, selecting one of four compliance options or initiating a formal waiver request within 15 calendar days of selection as apparent low bidder. Apparent low bidders unable to commit to 100 percent domestic content must submit Type 2, Type 3, or Type 4 waiver requests with supporting documentation; failure to meet the 15-day deadline results in bid rejection. Bidders must also provide valid New Mexico Resident Certificates to qualify for applicable state preferences; double-counting of preferences is prohibited. Subcontractors for work exceeding $5,000 must be listed on the Bidder's Listing of Subcontractors form, including trade category, business address, license number, and New Mexico Department of Labor registration number.

The scope encompasses earthwork, grading, drainage improvements, surface restoration including seeding, and removal or relocation of obstructions to bring the RSA into compliance with FAA design and safety standards. Contract items include Contractor Quality Control Program, temporary air and water pollution control, mobilization (capped at 10 percent of total project cost), and pavement work. The Quality Control Program Administrator must hold a Professional Engineer license, Engineer-in-Training certification, NICET Level IV certification, or a Bachelor of Science degree in a relevant engineering field combined with airport paving experience, and must be a full-time employee or consultant with minimum five years of pavement quality control experience.

The contract term ranges from one to ten years; the City retains the right to award for the full term or renew annually by mutual agreement. Bids shall remain valid for 90 days. Davis-Bacon prevailing wage rates apply. All work shall maintain safe airport operations and comply with Construction Safety and Phasing Plans and FAA requirements.
