About this opportunity
The City of Fort Myers is seeking multiple Wetwell Lining Contractors licensed in Florida to provide comprehensive sanitary sewer evaluation and lift station rehabilitation services through an on-call contract. The procurement, designated as RSQ 25-096, aims to establish contractors capable of providing complete lining services for over 200 lift stations within city limits, including supervision, wetwell cleaning, sandblasting, repairs, and coating/lining installation. Mandatory minimum qualifications include being in business for at least three consecutive years and holding necessary Florida licenses. The solicitation was released on August 11, 2025, with questions due by August 28, 2025, and submissions due by September 11, 2025. A virtual pre-submittal meeting will be scheduled, with the selection committee set for September 24, 2025, and proposed City Council approval on October 20, 2025. The evaluation will be points-based, considering the contractor's approach to the project, firm experience, personnel qualifications, compliance with Minority Business Enterprise policy, and local vendor preference.
The procurement includes specific provisions for Disadvantaged Business Enterprise (DBE) participation, with the City emphasizing diversity in contractor selection. Contractors must comply with federal and state regulations regarding minority business involvement, including a DBE goal and requirements for tracking and reporting minority business participation. The contract term is five years with no renewals, targeting infrastructure improvements for the City of Fort Myers, which serves approximately 96,755 residents. Additional compliance requirements include Build America, Buy America (BABA) provisions mandating the use of U.S.-produced iron, steel, and construction materials. While a specific contract value is not explicitly stated, the comprehensive nature of the services and the multiple lift stations involved suggest a significant infrastructure investment. Contractors must also be prepared to use the E-Verify system for employment eligibility and provide detailed documentation for each project, including pre-installation video recordings, comprehensive testing, and warranty coverage.
