About this file

This is a Procurement Certification for Disclosure of Lobbying Activities form issued by the State of Florida Department of Transportation, applicable to the City of Fort Myers' Sanitary Sewer Evaluation Survey Program for On-Call Lift Station Lining Contractors. The certification applies to federal-aid contracts and requires prospective participants to certify compliance with 49 CFR Section 20.100(b) regarding lobbying activities. The City of Fort Myers solicitation (RSQ 25-096) seeks multiple Florida-licensed Wetwell Lining Contractors to provide comprehensive sanitary sewer evaluation and lift station rehabilitation services through a five-year on-call contract with no renewal options. The scope of work includes supervision and administration, wetwell cleaning, sandblasting, repairs, and coating/lining installation services for over 200 lift stations within city limits. The solicitation was released on August 11, 2025, with questions due by August 28, 2025, and proposal submissions due by September 11, 2025. A virtual pre-submittal meeting is planned with selection committee review scheduled for September 24, 2025, and anticipated City Council approval on October 20, 2025.

Contractors must comply with federal and state regulations, including Disadvantaged Business Enterprise (DBE) participation goals, Build America, Buy America (BABA) provisions mandating U.S.-produced materials, and E-Verify employment eligibility verification. Mandatory minimum qualifications require contractors to have been in business for at least three consecutive years and hold all necessary Florida licenses. Evaluation will be points-based, considering the contractor's project approach, firm experience, personnel qualifications, Minority Business Enterprise policy compliance, and local vendor preference. No specific contract value is stated, though the comprehensive nature of services for over 200 lift stations indicates a significant infrastructure investment. The certification requires that any subcontracts exceeding $100,000 include identical lobbying disclosure language and compliance requirements. Failure to file required certifications subjects participants to civil penalties ranging from $10,000 to $100,000 per violation.
