About this opportunity

Maidencreek Township Authority in Berks County, Pennsylvania, is seeking sealed bids for a comprehensive sanitary sewer inspection project via the PennBid website. The procurement involves closed circuit televising (CCTV) and cleaning of 8" and 10" sanitary sewer mainlines, along with manhole inspections, all of which must be completed using NASSCO-certified techniques. The project scope includes heavy cleaning, debris removal from sanitary sewers, and necessary traffic control measures. Bidders must submit their proposals by October 14, 2025, at 4:00 PM, with bid opening results to be publicly displayed on PennBid. Questions from potential bidders will be accepted until October 9, 2025, at 4:00 PM, and must be submitted through the PennBid platform. The Authority will consider the apparent low bidder at their regularly scheduled meeting on October 16, 2025, at 11:00 AM. Each bid must include a certified check or surety company bid bond for 10% of the total bid amount, and no bid may be withdrawn for 60 days after the specified bid receiving date.

The contract requires compliance with Executive Order 11246 for contracts exceeding $10,000, which addresses equal employment opportunity. Bidders must furnish bid security, performance bonds, payment bonds, and provide evidence of insurance coverage as specified in the contract documents. The procurement does not explicitly mention set-aside designations for disadvantaged enterprises or specific restrictions on responding organizations. While no incumbent vendors are listed, the project appears to require specialized infrastructure inspection capabilities, particularly NASSCO-certified CCTV and manhole assessment technologies. Although a specific budget range is not provided, the requirement for substantial bid security and comprehensive inspection services suggests a significant project investment. Potential bidders must demonstrate technical expertise in sanitary sewer infrastructure assessment, cleaning, and documentation, with a focus on meeting the detailed specifications outlined in the project documents.
