About this opportunity

The Nevada State Purchasing Division, on behalf of the Nevada Division of State Parks - Tahoe Region, is requesting proposals for non-motorized guided tour services at Sand Harbor Nevada State Park with proposals due June 25, 2026 at 2:00 p.m. Pacific Time. Nevada-based businesses receive a five percent preference under NRS 333.3351 to 333.3356, and an inverse preference may apply to out-of-state vendors from states that apply in-state preferences not afforded to Nevada vendors.

The scope includes guided non-motorized watercraft tours using kayaks and stand-up paddleboards during established park operating hours. The vendor must supply all necessary equipment including paddles and U.S. Coast Guard-approved personal flotation devices, provide trained and certified guides, maintain an approved Safety and Emergency Response Plan, and comply with all applicable federal, state, and local laws including the Americans with Disabilities Act. Specific launch areas, staging areas, routes, and temporary use areas will be identified in an Operations Plan approved in writing by Parks, which reserves the right to modify approved areas for resource protection, public safety, or operational needs.

The pricing structure is a revenue-generating lease with a minimum bid of 10 percent of all annual gross receipts derived from guided tour operations, with monthly payments due on or before the 10th day of the following month. The initial contract term is four years, anticipated to begin October 2026 subject to Nevada State Board of Examiners approval, with two one-year renewal options if agreed upon by both parties and in the State's best interest.

Mandatory requirements include Nevada business license registration, sam.gov entity registration, compliance with Nevada law, non-boycott of Israel certification, and proof of liability insurance. Commercial general liability must include a $2 million general aggregate, $1 million products-completed operations aggregate, $1 million personal and advertising injury, and $1 million per occurrence, with the State named as additional insured. Workers' compensation insurance is also required.

Evaluation criteria include Demonstrated Experience (25 points), Ability to Meet Requirements (25 points), Operations Plan (25 points), Safety and Emergency Plan (25 points), Expertise and Availability of Key Personnel (20 points), Training and Policies (20 points), Vendor Equipment (20 points), and Cost Factor (15 points). Notice of Intent is anticipated July 16, 2026, with Notice of Award on or about August 24, 2026. Proposals must be submitted through nevadaepro.com with all inquiries directed to the designated single point of contact.
