About this opportunity

Sauvie Island School in Oregon is requesting proposals from a food service management company (FSMC) to operate child nutrition programs for approximately 210 students, with proposals due July 17, 2026 at 3:00 PM PST and a mandatory site visit and proposal meeting on June 29, 2026 at 1:30 PM.

The scope includes management of the National School Lunch Program, School Breakfast Program, Summer Food Service Program, Child and Adult Care Food Program, Special Milk Program, and Fresh Fruit and Vegetable Program. The school currently serves approximately 17,500 meals annually with a 49% participation rate and 25% free and reduced participation. The FSMC must comply with the Buy American provision (minimum 51% domestically produced food components), allocate 15% of the food budget for local farm-to-school purchases, and integrate the school's garden program into meal offerings. All USDA Foods credits accrue solely to the school's benefit.

The contract is fixed-price based on per-meal rates proposed by the vendor. The school guarantees the food service program will operate at a deficit of no more than $67,500 per year. The initial term runs from August 17, 2026 through June 30, 2027, with options to renew for up to four additional one-year terms. Board approval is expected by August 5, 2026, state agency approval by August 10, 2026, and contract execution by August 17, 2026.

Proposals are evaluated on eight criteria totaling 150 points: financial pro forma (30 points), food quality and wellness programs (50 points), employee training and development (15 points), community involvement and communications (20 points), staffing of regional or local employees (15 points), management depth and resources (20 points), child nutrition experience with comparable districts (30 points), and professional standards for school nutrition employees (20 points). Proposers must complete a comprehensive financial pro forma using exact program information in Appendix A. Questions are due by June 28, 2026. The FSMC must maintain records for three years following contract termination and provide monthly operating statements.
