About this file

This is Addendum No. 2 to a Request for Proposal (RFP) issued by Sauvie Island School in Oregon for a Food Service Management Company (FSMC) to operate child nutrition programs. The addendum addresses a prospective proposer's question regarding pricing flexibility for the fixed-price meal contract. The RFP solicitation number is S-X26249-00017203, with an issue date of July 13, 2026. Proposals are due July 17, 2026 at 3:00 PM PST, with a mandatory site visit and proposal meeting scheduled for June 29, 2026 at 1:30 PM. The contract term begins August 17, 2026 through June 30, 2027, with options to renew for up to four additional one-year terms. Board approval is expected by August 5, 2026, state agency approval by August 10, 2026, and contract execution by August 17, 2026.

The addendum clarifies that proposers may submit alternative pricing methodologies as part of their financial proposals. Specifically, the school district permits bidders to include a sliding scale pricing structure in which meal prices decrease as student meal participation increases. This approach allows FSMCs to address the concern that increased student participation, while desirable, would increase the school's subsidy under a fixed-price model. The sliding scale structure enables financial arrangements to remain stable while keeping the school's subsidy more closely aligned with its budgetary expectations. All other terms, conditions, and requirements of the RFP remain unchanged, and proposers must acknowledge receipt of this addendum when submitting their proposals.

ADDENDUM NO. 2

Food Service Management Company (FSMC) Request for Proposal Sauvie Island School Solicitation No.: S-X26249-00017203 Issue Date: July 13, 2026

This Addendum forms a part of the Request for Proposal (RFP) documents and addresses an additional question received from a prospective proposer. All proposers should acknowledge receipt of this Addendum when submiƫng their proposal.

All other terms, conditions, and requirements of the RFP remain unchanged.

Q: While preparing our financial proposal, it became apparent that if we are successful in increasing student meal participation, as is the objective of an FSMC contract, the school's subsidy will certainly increase because the proposed meal price is fixed regardless of participation levels. To address this, we would like to offer a sliding scale pricing structure in which the meal price decreases as participation increases. This approach helps stabilize the financial arrangement while keeping the school's subsidy more closely aligned with its expectations. Would the district permit bidders to include this alternative pricing methodology as part of their proposals?

A: Yes, a sliding scale pricing structure is an acceptable format for any bidder who chooses to use it.
