About this file
This Addendum No. 1 to a Request for Proposal (RFP) document from Sauvie Island School District in Oregon addresses questions submitted by prospective bidders for a Food Service Management Company (FSMC) to operate the school's child nutrition programs serving approximately 210 students. The school is seeking an FSMC operator to manage all aspects of the food service program onsite, including the National School Lunch Program, School Breakfast Program, Summer Food Service Program, Child and Adult Care Food Program, Special Milk Program, and Fresh Fruit and Vegetable Program. The RFP emphasizes requirements around food quality, scratch cooking, local food sourcing, garden integration, nutrition education, and student engagement. While the school's current intent is to select an FSMC meeting the specified RFP requirements, the school will also consider and score alternative operational models that represent small deviations from the RFP but satisfy the stated meal program goals. Questions from prospective proposers were due by June 28, 2026 at 2:00 p.m. PST, with proposal submissions due July 17, 2026 at 3:00 PM PST, and a mandatory site visit and proposal meeting scheduled for June 29, 2026 at 1:30 PM.
The school currently serves approximately 17,500 meals annually with a 49% participation rate and 25% free and reduced participation, with average daily attendance at 90% or better depending on the season. The FSMC must comply with the Buy American provision requiring a minimum of 51% domestically produced food components and allocate 15% of the food budget for local farm-to-school purchases. The contract is fixed-price based on per-meal rates proposed by the vendor, with the school guaranteeing the food service program will operate at a deficit of no more than $67,500 per year. All USDA Foods credits accrue solely to the school's benefit. The initial contract term runs from August 17, 2026 through June 30, 2027, with options to renew for up to four additional one-year terms. The school facility vendors load and unload at the back kitchen door; currently there are five students with gluten allergies, no disposable trays are used, and both teachers and parents occasionally purchase meals.

All other terms, conditions, and requirements of the RFP remain unchanged.
Questions are posted as received from respective bidders and Sauvie Island School’s responses are shown in blue text. Hyperlinks to documents are included in responses.
I wanted to ask whether Sauvie Island School is specifically seeking a traditional FSMC operator to manage all aspects of the program onsite, or whether the school would also be open to alternative models that utilize an established community-based meal provider while still meeting the goals outlined in the RFP around food quality, scratch cooking, local food sourcing, garden integration, nutrition education, and student engagement.
Our current intent is to select a FSMC who meets the requirements as specified in the RFP. We will also accept and score bids with operational models that are considered small deviations from the RFP but which satisfy the goals of our meal program, some of which are included in the question.
