About this opportunity
The Texas Department of Public Safety is requesting bids for salvage vehicle and scrap metal removal services on a per-pound fee basis under IFB 405-26R0028276, with bids due August 28, 2026 at 5:00 p.m. Central Time. The contract term runs five years from the effective date in the purchase order, with DPS retaining the right to extend performance for up to six additional months for re-advertising, award transition, or contract transition purposes.
The scope encompasses pickup of totaled, damaged, and undriveable law enforcement and support vehicles statewide within five business days of request, with all vehicles towed rather than driven off DPS property. The contractor must maintain a salvage dealer license from the Texas Department of Motor Vehicles throughout the contract term and may be required to obtain additional licensing as a Used Automotive Parts Recycling Business from the Texas Department of Licensing and Regulation and registration as a Metal Recycling Entity through DPS. The contractor must also maintain three roll-off dumpsters for scrap metal collection at specified locations in Austin, Georgetown, and Florence, Texas, with swap-out capability within three business days. All vehicles must be transferred into the contractor's name within 30 days of pickup; DPS provides salvage titles and Applications for Texas Title (DMV form 130-U). The contractor is responsible for any damage to DPS property during pickup and must remit payment within five business days of pickup. Manifests with Vehicle Identification Numbers and weight slips must be submitted within five business days.
Bidders must submit per-pound salvage costs for each of the five contract years, with Year 1 covering September 1, 2026 through August 31, 2027. DPS guarantees no minimum compensation. Bidders must provide audited financial statements for the previous two years, a Dun & Bradstreet Business Information Report, or alternative financial documentation demonstrating solvency. Evaluation criteria include past performance ratings, vendor performance tracking system scores, and reference checks. The anticipated contract award date is August 31, 2026. Contract administration is handled by Olivia Sungino (Contract Administrator) and Arianna Krause (Contract Monitor). Bidders may submit responses via email to DPS_Solicit_Response@dps.texas.gov or through the DPS Online Bid Room; acknowledgment of Addendum 1 is required prior to submission.
