About this file
This is a Scope of Work document from the Texas Department of Public Safety (DPS) for a salvage vehicle blanket contract. DPS seeks a contractor to purchase salvage vehicles on a per-pound basis according to scrap metal pricing. The contractor must be capable of picking up vehicles statewide, with the ability to respond to pickup requests within five business days. Vehicles must be towed off DPS property rather than driven, and the contractor is responsible for any damage caused during the pickup process, including damage to parking lots, fences, or adjacent vehicles. The contractor must provide a manifest with Vehicle Identification Numbers (VINs) at pickup and submit weight slips with corresponding VINs within five business days.
The contractor must meet specific licensing and operational requirements to be eligible. These include holding a salvage dealer license from the Texas Department of Motor Vehicles, which must be maintained throughout the contract term, and potentially obtaining additional licensure as a Used Automotive Parts Recycling Business from the Texas Department of Licensing and Regulation and registration as a Metal Recycling Entity through DPS. The contractor must submit payment for each vehicle within five business days of pickup, sign a Bill of Lading provided by DPS, and transfer the salvage title into their own name within 30 days of pickup. DPS will provide salvage titles and Applications for Texas Title (DMV form 130-U) for each vehicle sold under this blanket contract arrangement.
