About this file
This is an exhibit document from the Texas Department of Public Safety (DPS) providing vendor information and guidance for submitting responses through the DPS Online Bid Room for a Salvage Vehicles solicitation. The document outlines the procedures for vendors to access and utilize the electronic bidding platform, emphasizing that use of the DPS Online Bid Room is optional and subject to all terms and conditions specified in the solicitation package. Vendors are directed to review the complete solicitation package, including all exhibits, before submitting responses in the form and manner specified. Responses must be submitted by the due date and time identified in the solicitation package, and failure to adhere to submission requirements may result in disqualification.
The DPS Online Bid Room access requires a two-step registration process: vendors must first register at https://texasdps.appianportalsgov.com/vendor-management, which can take up to two business days to receive login credentials, and then use those credentials to access the platform and submit responses electronically. The document emphasizes that vendors should allow sufficient time for the registration process to meet the response deadline, as late submissions are not accepted. Technical difficulties with the online system do not constitute grounds for protesting a contract award. Vendors submitting through the DPS Online Bid Room receive submission confirmation electronically, and additional confirmation of receipt is not required. The document provides links to vendor resources, including a vendor tutorial, user guide, frequently asked questions, and contact information for DPS Online Bid Room Vendor Support.
