About this opportunity

Salt Lake City Corporation has issued Request for Information SLCI27041 to gather vendor information on workers compensation third-party administrator services, with responses due November 9, 2026. This is an information-gathering exercise only and does not constitute a procurement or binding commitment; a formal RFI or RFP is anticipated to follow.

Salt Lake City employs approximately 3,100 full-time equivalent employees and currently maintains a contract with an occupational medicine clinic for initial and follow-up care including physical therapy. The City seeks vendor input on service delivery, staffing, fee structures, technology capabilities, and performance metrics to evaluate potential costs and service offerings. The City's historical workers compensation data spans ten fiscal years (2015–2025), averaging approximately 450 total claims annually with paid amounts ranging from $704,048 to $1,609,183 and incurred costs ranging from $898,052 to $1,849,113.

Vendor responses are limited to 30 pages and must address 12 specific categories: invoicing methods and implementation fees, personnel assignments and staffing composition, service bundling versus unbundled offerings, data management and retention fees, technology capabilities for claims flagging, performance guarantees tied to claim closure rates, in-house versus outsourced service components, PPO network details and bill-review savings, and transitional return-to-work strategies. Information submitted in response to this RFI is protected under Utah Code Section 63G-2-305 and does not require a Claim of Confidentiality from vendors.

Opportunity text

The purpose of this Request for Information (RFI) is to: (a) obtain information, comments, or suggestions from potential bidders or offerors before issuing an invitation for bids or request for proposals; (b) determine whether to issue an invitation for bids or a request for proposals; and (c) generate interest in a potential invitation for bids or a request for proposals. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305. As such, vendors do not need to submit a Claim of Confidentiality.
