About this opportunity
The Utah Department of Health and Human Services is issuing a notice of intent to award a sole-source contract for SafeCare training and coaching services to Georgia State University (National SafeCare Training and Research Center) without engaging in standard procurement, with a public challenge period closing June 22, 2026.
This is a sole-source award based on proprietary ownership: the National SafeCare Training and Research Center owns all training intellectual property and curriculum, and use must be pursued through this provider. Market research by the conducting procurement unit identified SafeCare as the only evidence-based home-visiting program specifically tailored to Utah's Department of Child and Family Services target population (families with children ages zero to five at risk of neglect or abuse) and outcome goals. No comparable alternatives were found through the Casey Foundation's evidence-based program listings or existing state cooperative contracts.
SafeCare is an in-home parent training curriculum addressing three core risk factors: parent-child relationships, home safety, and child health. The contractor will conduct informational presentations and readiness evaluations to identify applicants; coordinate training schedules; develop training plans with fidelity monitoring; provide technical assistance and strategic planning; assist in identifying and evaluating Utah SafeCare Coaches; conduct monthly progress reviews; maintain the NSTRC SafeCare portal for certification and fidelity tracking; and provide mentoring and accreditation reviews to contracted providers. Monthly written progress reports are required, tracking workshop attendance, certification completion, quiz results, fidelity assessment scores, and family metrics.
The estimated contract value is $70,000 per year for five years, totaling $350,000. The contract term is five years with no renewal options. Place of performance is with the National SafeCare Training and Research Center at Georgia State University's School of Public Health, with coordination and implementation in Utah. All vendors submitting challenges must certify compliance with Utah Code 63G-27 regarding economic boycotts and boycotts of the State of Israel.
