About this file

This Scope of Work document outlines the service requirements for a contract between Utah's Department of Human Services (DHHS) and the National SafeCare Training and Research Center (NSTRC), housed at Georgia State University's School of Public Health, to implement and manage the SafeCare evidence-based program in Utah. SafeCare is an in-home parent training curriculum designed to prevent child maltreatment for families with children aged zero to five years, addressing three core risk factors: parent-child relationships, home safety, and child health. The contractor is responsible for identifying and approving SafeCare applicants through informational presentations and readiness evaluations; coordinating training schedules with DHHS; developing training plans with specific goals and fidelity monitoring; providing technical assistance and strategic planning for curriculum implementation; assisting in evaluations to identify Utah SafeCare Coaches; conducting monthly progress reviews with DHHS designees; maintaining the NSTRC SafeCare portal for monitoring certification and fidelity; and providing mentoring and accreditation reviews to contracted providers. The contract requires monthly written progress reports tracking workshop attendance, certification completion rates, quiz results, fidelity assessment scores, and family improvement metrics available for download on the SafeCare portal.

Invoices must be submitted upon completion of training sessions and services and must include the contractor name, payment address, phone number, contract number, invoice number, invoice date, service date, and a description of training and services billed. The document indicates this is a sole-source contract award without competitive procurement, as determined by the Utah Division of Purchasing, reflecting the unique expertise and qualifications of NSTRC as the only viable source for this specialized SafeCare implementation and training service in Utah.
