About this opportunity

The Sacramento Area Flood Control Agency (SAFCA) is requesting bids for four indefinite-quantity, firm fixed-price Job Order Contracts (JOC-025, JOC-026, JOC-027, JOC-028) for construction repair and maintenance services, with bids due July 30, 2026 at 2:00 PM and a mandatory pre-bid presentation review (no in-person meeting) and a hard question deadline of July 17, 2026 at 5:00 PM.

Each contract carries a maximum estimated value of $2,000,000 with a one-year term (365 calendar days or until expenditure of maximum value, whichever occurs first) and no guaranteed minimum. Four contracts will be awarded to the four lowest responsive bids, one per bidder. Work is performed throughout SAFCA's jurisdiction in Sacramento County and San Francisco, encompassing general engineering construction including earthwork, utilities, paving, concrete, demolition, drainage, and landscaping.

Bidders must hold a valid California General Engineering Contractor Class A license and be registered with the California Department of Industrial Relations. A bid bond, certified check, or cash guarantee of at least $25,000 is required. Successful contractors must execute 100% performance and payment bonds and pay a 1% JOC System License Fee to Gordian for access to proprietary software and the Construction Task Catalog.

Compensation is calculated by applying two adjustment factors—one for Normal Working Hours (6:00 AM to 8:00 PM, Monday to Friday, estimated 80% of work) and one for Other Than Normal Working Hours (8:01 PM to 5:59 AM, Monday to Friday, and all-day Saturday, Sunday, and holidays, estimated 20%)—to unit prices in the Construction Task Catalog covering CSI Divisions 01–50. The Other Than Normal Hours adjustment factor must equal or exceed the Normal Hours factor. Adjustment factors must account for overhead, insurance, bonding, profit, subcontractor expenses, project management, equipment, permits, and contingencies.

Prevailing wage requirements apply under the Davis-Bacon Act and California Labor Code. The California Advanced Clean Fleets regulation applies to vehicles exceeding 8,500 pounds gross vehicle weight rating. Contractors must perform at least 50 percent of work with their own workforce; subcontractors must perform at least 75 percent of their designated work items. The Board of Directors is scheduled to award contracts on August 20, 2026.
