SAFCA Job Order Contract 2026 - Contract Documents Summary
This is a Contract Specifications document for the Sacramento Area Flood Control Agency (SAFCA) establishing four Job Order Contracts (JOC-025, JOC-026, JOC-027, and JOC-028) for general engineering construction services in California. The contracts cover ongoing repair, remodeling, and general engineering site improvements throughout the SAFCA service area, including earthwork, utilities, paving, concrete, demolition, sign installation, drainage, landscaping mitigation, and site clearing. Sealed bids must be submitted electronically through the Sacramento County Electronic Bidding Portal (OpenGov) by July 30, 2026, at 2:00 PM. Pre-bid presentation review is mandatory, and all pre-bid questions must be submitted in writing via the Q&A portal no later than July 17, 2026, at 5:00 PM. Award of contracts is expected within 30 calendar days of bid opening, with contracts awarded to the four lowest responsive and responsible bidders. Each contract has a maximum estimated value of $2,000,000 with a term of 365 calendar days or expenditure of the maximum contract value, whichever occurs first, and there is no guaranteed minimum contract value or volume of job orders.
Bidders must hold a valid California General Engineering Contractor "A" license and must be registered with the Department of Industrial Relations. Each bid requires a bid guarantee of not less than $25,000, and the successful bidder must provide Performance and Payment Bonds of not less than 100 percent of the maximum contract value. All unit prices in the Construction Task Catalog are based on local labor, material, and equipment costs, with contractors bidding two adjustment factors for work performed during normal and other than normal working hours. The contractor will pay a 1 percent JOC System License Fee on all job order prices for access to Gordian's JOC Solution proprietary information management system. The contract is subject to California Labor Code prevailing wage requirements, Federal Labor Standards Provisions under the Davis-Bacon Act, and Equal Employment Opportunity requirements. Work must be performed within SAFCA's jurisdiction, which includes areas outside agency boundaries needed for property protection. The contractor must perform at least 50 percent of work with its own organization, and all subcontractors must perform at least 75 percent of their designated work items.

SAFCA will not accept lower State wage rates not specifically included in the Federal Minimum Wage
Decision. This includes “helper” (or other classifications based on hours of experience) or any other classification not appearing in the Federal Wage Decision. Where the Federal Wage Decision does not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question.
Pursuant to California Public Contract Code Section 22300, the contractor may, at its own expense, substitute securities for any money being withheld by SAFCA to ensure performance under this contract.
JOC DESCRIPTION AND SCOPE:
A Job Order Contract (JOC) is an indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual Projects at different locations throughout the SAFCA service area. The bid documents include a Construction Task Catalog® containing construction tasks with preset Unit Prices. All
Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction.
This Contract will be awarded to the lowest, responsive, responsible bidder.
SAFCA selected The Gordian Group’s (Gordian) Job Order Contracting (JOC) Solution for their JOC program. The Gordian JOC SolutionTM includes Gordian’s proprietary JOC Information Management
System (“JOC IMS”), construction cost data, and Construction Task Catalog® which shall be used by the
Contractor solely for the purpose of fulfilling its obligations under this Contract, including the preparation and submission of Job Order Proposals, Price Proposals, subcontractor lists, and other requirements specified by the Owner. The Contractor shall be required to execute Gordian’s SaaS Terms of Use and pay a 1% JOC System License Fee to obtain access to the Gordian JOC SolutionTM. The JOC System License Fee applies to all Job Orders issued to the Contractor under the terms of this Contract. The JOC System
License Fee shall be equal to 1% of the Job Order Price.
ADJUSTMENT FACTORS: The Contractor will bid two (2) Adjustment Factors to be applied to the Unit Prices. These two (2) Adjustment Factors shall apply to every Pre-priced Task in the Construction Task
Catalog®.
1. Adjustment Factor for performing work during Normal Working Hours
2. Adjustment Factor for performing work during Other Than Normal Working Hours
For bid evaluation purposes only, the following work distributions shall be used to determine the Evaluation
Criteria Figure:
Adjustment Factor
% Weight (For Bid Evaluation Only)
Normal Working Hours 80%
Other than Normal Working Hours 20%
All Unit Prices listed in the Construction Task Catalog® are priced at a net value of 1.0000. The Adjustment
Factors shall be an increase or decrease to all the Unit Prices listed in the Construction Task Catalog®. For example, 1.1000 would be a 10% increase to the Unit Prices and 0.9500 would be a 5% decrease to the Unit
SAFCA Job Order Contract 2026 NTC-4 Issued for Bid
Prices. Bidders who submit separate Adjustment Factors for separate Unit Prices will be considered non-responsive and their bid will be rejected.
REQUEST FOR JOB ORDER PROPOSAL: Thereafter, as projects are identified, the Contractor will jointly scope the work with the Agency Project Manager. The Agency Project Manager will prepare a Detailed Scope of Work and issue a Request for Job Order Proposal to the Contractor.
JOB ORDER PROPOSAL: The Contractor will then prepare a Job Order Proposal for the Project including a Job Order Price Proposal, drawings and sketches, a list of subcontractors and material suppliers, construction schedule, and other requested documentation. The Job Order Price shall equal the value of the approved Job Order Price Proposal. The value of the Job Order Price Proposal shall be calculated by summing the total of the calculation for each Pre-priced Task (Unit Price x quantity x Adjustment Factor) plus the value of all Non Pre-priced Tasks. If the Job Order Proposal is found to be complete and reasonable, a Job Order may be issued.
JOB ORDER: A Job Order will include the Detailed Scope of Work, Completion Time, and the Job Order
Price. The Job Order incorporates by reference all clauses, provisions and Exhibits of the Contract, unless otherwise specified on the Job Order. The Job Order Price shall be a lump sum, fixed price for the completion of the Detailed Scope of Work. A separate Job Order will be issued for each Project. Extra work, credits, and deletions will be contained in a Change Order. The Contractor is required to complete each Detailed Scope of Work for the Job Order Price within the Job Order Completion Time.
SCOPE OF SERVICES: The anticipated scope of work for this JOC General Engineering Construction
Services contract primarily consists of repair, remodeling, or other repetitive work for, general engineering and site improvements, which includes, but is not limited to, earthwork, utilities, paving, concrete, demolition, sign installation, drainage, landscaping mitigation, site clearing, and all required incidental professional and technical services for projects.
Each Job Order will include the specific and detailed scope of work for the construction and completion of the Job Order, which the Contractor undertakes to perform in accordance with the terms of the Contract, including the manufacture and furnishing of all equipment and materials necessary for the construction and completion of the scope of work.
This Contract is for construction work and related services to be performed within the jurisdiction of the
Agency, which includes areas outside of the boundaries of the Agency which may be required for the protection of property within the boundaries of the Agency.
Where the plans or specifications describe portions of the Job Order in general terms, but not in complete detail, it is understood that only the best general practice is to prevail and that only materials and workmanship of the first quality are to be used. Unless otherwise specified, the Contractor shall furnish all labor, materials, tools, equipment, and incidentals, and do all the Work involved in executing the Contract in a satisfactory manner.
CONTRACT VALUE AND PERIOD: The Maximum Contract Value of each Contract is $2,000,000 each. There is no Minimum Contract Value. One (1) contract each will be awarded to the successful four lowest bidders. Only one bid per Contractor shall be submitted for all contracts.
The term of each Contract will be 365 calendar days or the expenditure of the Maximum Contract Value, whichever occurs first. The counting of contract days (365) shall be calculated pursuant to Section 3 of the
JOC Special Conditions.
SAFCA Job Order Contract 2026 NTC-5 Issued for Bid
The apparent lowest responsive and responsible bidder on one JOC contract will be excluded from consideration for the subsequent contract.
The Contractor is not guaranteed to receive any volume of Job Orders. The Maximum Contract Value is merely an estimate of the total volume of Job Orders that may be entered into over the term of the Contract.
All Job Orders issued during the term of this Contract shall be valid and in effect notwithstanding that the
Detailed Scope of Work may be performed, payments may be made, and the guarantee period may continue, after the Contract Time Period has expired.
SAFCA reserves the right to reject any or all bids, to waive any informality in any bid, and to determine which bid, in the judgment of the agency, is the lowest responsive bid of a responsible bidder.
