About this opportunity
Sacramento County is conducting a Request for Proposal (RFP #2023-RFP-0175) to procure a Computerized Maintenance Management System (CMMS) for Sacramento International Airport through the County Contract & Purchasing Services Division. The project aims to automate maintenance management tasks, including work order processing, asset tracking, safety risk management, and inspection logging within a secure IT environment. The proposed CMMS solution must interface with existing county systems such as SAP Plant Maintenance, Motorola Spillman Flex CAD, and GIS, and provide comprehensive features including a single point of information entry, Software as a Service (SaaS) model, dashboard capabilities, mobile support for iOS and Android, GIS integration, and a safety management system. Critical deliverables include a web-based platform capable of standard work order workflow, preventative maintenance scheduling, asset and resource management, cost tracking, and robust reporting. The solicitation timeline includes a pre-bid meeting on April 13, 2023, a deadline for questions on April 18, 2023, and proposal submissions due electronically via OpenGov by April 28, 2023, at 4:00 PM. Proposal evaluations will be based on pricing, solution requirements, vendor experience, references, and risk assessment, with the potential for a single or multiple awards.
While specific set-aside designations are not explicitly detailed in the provided documents, the procurement requires electronic submission through a free ProcureNow account, which may implicitly impact smaller or less technologically equipped vendors. The system must demonstrate FAA Title 14 compliance and integrate with existing county technological infrastructure, suggesting a preference for vendors with airport maintenance system experience. The CMMS solution must support web service work order requests and provide comprehensive reporting capabilities that align with county and federal regulatory requirements. Existing county systems that require integration include SAP Plant Maintenance, Motorola Spillman Flex CAD, and GIS platforms, which may limit potential respondents to vendors with demonstrated interoperability expertise. Although a specific budget range is not disclosed, the comprehensive technical requirements and integration expectations suggest a significant investment in both implementation services and ongoing software maintenance. The contract will likely include implementation services, project management, application maintenance, and ongoing support with regular software updates, indicating a multi-year commitment to the selected vendor.

The Sacramento County Contract & Purchasing Services Division is releasing a Request for Proposal 2023-RFP-0175 on behalf of the Sacramento County Department of Airports (hereinafter referred to as SMF) to solicit proposals from qualified vendors for a Computerized Maintenance Management System (CMMS). The Facilities Management section has determined the need to implement a CMMS at Sacramento International Airport in order to automate management of maintenance work orders, assets, safety risk, as well as logging inspections and incidents/information under an efficient and secure IT environment. The desired CMMS developed and/or recommended should eliminate the need for multiple processes as well as consolidate tasks into a single IT platform.
The proposed solution must be capable of interfacing with the County systems. Systems include SAP Plant Maintenance, Motorola Spillman Flex CAD, and GIS.
