About this opportunity

The Sacramento County Office of Emergency Services (SacOES) is seeking proposals for a Multi-Media Advertising Campaign focused on wildfire evacuation preparedness and public outreach. This Request for Proposal (RFP) targets firms with extensive experience in wildfire prevention communication strategies, specifically aiming to develop a comprehensive advertising campaign for high and very high fire hazard areas in Sacramento County. The campaign will address multiple critical topics including Hi-Lo siren awareness, evacuation maps, emergency alert registration, and overall wildfire preparedness. Proposers must develop a detailed multi-media strategy utilizing diverse channels such as television, radio, geo-targeting, billboards, and digital platforms. The evaluation criteria will assess firm qualifications (20 points), understanding of services (30 points), specific skills and services (30 points), and proposed cost (20 points). Key deadlines include a RFP questions submission deadline of Friday, August 25, 2023, and a proposal submittal deadline of Thursday, August 31, 2023, with electronic submissions required by 5:00 PM PST.

The project is funded by a state grant with a total budget of $30,000 and will run from October 1, 2023, to February 29, 2024, targeting specific zip codes in the eastern portion of Sacramento County. While no specific set-aside designations are mentioned, the RFP encourages qualified individuals, firms, contractors, consultants, or entities capable of meeting the requirements to participate. The procurement process is a competitive negotiation method, with the county reserving the right to select one or more qualified respondents. The campaign requires developing comprehensive media materials, conducting media placement analysis, and providing detailed post-campaign reporting. Proposers will need to demonstrate an ability to create communication strategies that effectively reach diverse populations and communicate critical wildfire evacuation and preparedness information. The solicitation covers jurisdictions including Sacramento County and potentially extends to San Francisco City, indicating a broader regional focus for wildfire preparedness communication.
