About this opportunity

Sacramento County is seeking a Request for Proposal (RFP #2023-RFP-0239) for Sheriff's Evidence Storage services, targeting vendors capable of storing 7,500 to 15,000 cubic feet of evidentiary inventory offsite. The procurement involves finding a safe, secure storage location to help alleviate capacity constraints at the current Property Warehouse, which is operating at approximately 95% capacity. Key objectives include reducing current inventory levels and enabling warehouse reorganization through future mobile shelving unit installations. The RFP was released on August 25, 2023, with critical dates including a site visit request deadline of September 5, 2023, a non-mandatory pre-bid meeting on September 8, 2023, and a proposal submission deadline of October 27, 2023 at 3:00 pm. Evaluation criteria appear to include compliance with extensive insurance requirements, environmental purchasing policies, and demonstrated ability to securely store and manage evidence inventory. Contractors must provide comprehensive insurance coverage, including general liability, automobile liability, workers' compensation, and professional liability with specific minimum coverage limits.

The RFP indicates a potential focus on local and micro-business participation, suggesting potential set-aside or preference opportunities for smaller or local enterprises. The county has incorporated Good Neighbor Policy considerations, which may provide advantages to vendors demonstrating community impact mitigation and local regulatory compliance. While specific award values are not explicitly stated, the detailed pricing table suggests tiered pricing for evidence storage services based on cubic footage ranges, with additional line items for move-in and move-out transportation services. The procurement appears open to various storage providers capable of meeting strict security, insurance, and operational requirements. No incumbent vendors are mentioned in the available documentation, and the contract seems designed to create a new storage solution for Sacramento County's evidence management challenges. The total potential storage volume ranges from 7,500 to 15,000 cubic feet, representing approximately 15-30% of the current evidence inventory.

Opportunity text

Background
The Property Warehouse is sitting near 95% capacity, and the time dedicated to reviewing, clearing, and purging cases cannot keep up with the volume of new evidence booked into the warehouse daily. To significantly reduce inventory levels using current methods would take several years and additional full-time staff dedicated to the process.

Scope
We are looking for a location to safely store approximately 15 to 30 percent of our current evidence inventory. There will be a minimum of 7,500 cubic feet to a maximum of 15,000 cubic feet of evidentiary inventory packed and stored.

Objectives
Clearing out 15 to 30 percent of our inventory will allow us to break down sections and replace them with mobile shelving units. The mobile shelving units can hold more significant amounts of property, enabling us to organize our inventory much more efficiently.
