About this opportunity

The Kansas Department of Health and Environment is requesting competitive proposals for construction of the Russian Stotts Abandoned Mine Land reclamation project in Crawford County, with proposals due September 10, 2026 at 2:00 p.m. CST and mandatory pre-bid conference and site walk-through on August 26, 2026 at 8:30 a.m. at 4033 Parkview Drive, Frontenac, Kansas. The project is federally funded through the Department of Interior's Office of Surface Mining Reclamation and Enforcement and carries Davis-Bacon prevailing wage and Build America Buy America domestic-content requirements.

Scope encompasses site reclamation work including mobilization, clearing and grubbing, grading, rock toe construction, spillway and boat-ramp installation, wetland and impoundment construction, culvert and boulder-barricade placement, geotextile installation, seedbed preparation, final seeding, erosion control measures, and fencing. The project site encompasses two locations (Russian and Stotts) within Section 15, Township 30 South, Range 25 East. Final design plans prepared by Olsson Associates detail grading elevations, drainage infrastructure, construction entrance specifications, silt fencing, riprap aprons, and utility locations including underground telephone and fiber optic cable installations.

The contract is structured as lump-sum with monthly progress payments based on completion percentage as determined by the Kansas Department of Health and Environment's Surface Mining Unit, subject to 10% retainage until final payment (potentially waived after 50% project completion). Contract period runs October 1, 2026 through June 30, 2027, with liquidated damages of $2,500 per week if work is not completed by expiration date. Bidders must possess a minimum of five years continuous active participation in the applicable industry and demonstrate comparable experience with projects of similar size and complexity. A mandatory 5% bid guarantee is required. All contractors and subcontractors must register with SAM.gov and comply with Davis-Bacon prevailing wage standards, IRCA immigration verification, NPDES and Army Corps 404 permits, and other federal and state environmental regulatory requirements. Bidders must obtain a current Kansas Department of Revenue Tax Clearance Certificate prior to submission and must complete AML Contractor Information Forms (AVS). Questions are due August 28, 2026. Attendance at the entire pre-bid conference and site walk-through with mandatory vendor sign-in is required; failure to sign in results in bid rejection.
