About this opportunity

Gordon State College, operating under the Board of Regents of the University System of Georgia, is procuring sealed bids for the Russell Hall Chiller and Boiler Replacement project located in Johnson County, Georgia. This lump sum construction contract involves the replacement of existing chiller and boiler systems with new equipment, including two condensing hot water boilers (Lochinvar Crest units), one air-cooled chiller (York unit), variable frequency drive-controlled pumps, new piping configurations with associated valves and controls, Building Automation System integration with BACnet-MSTP communication capability, electrical work including new disconnects and LED lighting, and a new CO2 detector with fire alarm system integration. The project requires mechanical, plumbing, and electrical work with comprehensive construction drawings prepared by NBP Engineers, Inc., and includes provisions for four months of temporary chiller and boiler rental during equipment changeover. Bidders must attend a mandatory pre-bid meeting on Wednesday, April 1, 2026, at 10:00 a.m. in the Facilities conference room at 419 College Drive, Barnesville, Georgia, with sealed bids due by 2:00 p.m. Eastern Time on Tuesday, April 21, 2026. Written questions must be submitted by Friday, April 10, 2026, with responses and addenda posted by Wednesday, April 15, 2026. Bidder qualifications require demonstration of current cash flow with a Current Ratio of 1.0 or higher, an Experience Modification Rate not exceeding an average of 1.2 over three years, no prior terminations for cause or defaults on public works contracts, and submission of a bid bond equal to not less than five percent of the bid amount. All bids must include performance and payment bonds equal to 100 percent of the contract sum, and the Owner reserves the right to reject all bids if they exceed budget or to negotiate with the lowest responsive and responsible bidder for project modifications.

The contract documents do not specify any set-aside designations or restrictions limiting participation to particular enterprise categories; however, all bidders must comply with Georgia Security and Immigration Compliance Act requirements and E-Verify work authorization verification. Insurance coverage must be provided by companies licensed in Georgia with an A.M. Best Financial Strength Rating of "A-" or better and a Financial Size Category of Class V or larger. Based on the Notice of Intent to Award documentation, Mann Mechanical was selected as the apparent successful offeror with a fixed contract amount of $504,933, with five other offerors deemed unsuccessful. Physical construction completion is required within 180 consecutive calendar days from the Proceed Order, and the project includes one deductive alternate for removal of chilled water distribution pumps and variable speed drives. The project mandates verification of existing as-built conditions prior to construction and integration with the existing Building Automation System, requiring contractors to address any discrepancies between design documents and field conditions. All contract forms, including Performance Bonds, Payment Bonds, Change Order Forms, Applications for Payment, and Final Certifications of Costs, must comply with Board of Regents standardized templates and Georgia statutes O.C.G.A. 13-10-1 through 13-10-91.
