About this opportunity

The State of Michigan is requesting proposals for statewide rubbish removal and recycling services across all 83 counties under RFP 260000002269, with proposals due October 12, 2026. Multiple awards are anticipated to ensure geographic coverage including remote locations and the Upper Peninsula.

Bidders may propose rubbish services only, recycling services only, or both. The scope encompasses all labor, vehicles, equipment, containers, and materials necessary for solid waste collection, hauling, disposal, and recycling operations in compliance with federal, state, and local laws. Service sites span state-owned and state-operated facilities with seasonal adjustments and varying pickup frequencies from daily to on-call. Container types range from 96-gallon carts to 42-yard compactors. Proposals scoring 80 points or higher advance to pricing review; contract awards are based on best value determination.

Special operational requirements apply to Michigan Department of Corrections (MDOC) facilities: same-day compactor return, PREA (Prison Rape Elimination Act) compliance training, extensive background checks including LEIN clearance, security protocols prohibiting photography in secure areas, and disabled recording equipment for all contractor vehicles within secure fence perimeters (except documentation of dumpster overages for MDOC verification). Department of Military and Veterans Affairs facilities require DBIDS badge procedures and device restrictions at specified buildings. Department of Natural Resources locations mandate seasonal service adjustments, wildlife-resistant containers, and DNR-approved service hours.

All contractors must maintain 24/7 emergency response capabilities, correct missed pickups same-day or next-business-day, submit corrective action plans within five business days of identified failures, and undergo quarterly performance reviews. Liquidated damages are $1,000 plus $500 per day for late or improper completion.

The contract is effective January 5, 2027, and expires September 30, 2029, with up to five one-year renewal options at the State's discretion. Pricing must remain firm for each fiscal year (October 1–September 30); adjustments require written State approval effective only at subsequent fiscal year starts, supported by documented cost-change evidence. Contractors must pay a 1% administrative fee on all payments for State and MiDEAL member transactions, with quarterly reporting within 30 days of quarter end. Undisputed invoices are payable within 45 days via Electronic Funds Transfer only. Contractors must maintain general liability, workers' compensation, and vehicle liability insurance naming the State as additional insured, with certificates required before commencement.

Bidders must complete a Vendor Questions Worksheet disclosing three prior similar-scope projects, financial information, compliance certifications (labor law, environmental law, prevailing wage if applicable, clean corporate citizen status, state tax compliance, Iran-linked status), current Michigan employment, anticipated job creation, and wage data. The State reserves the right to conduct site visits and inspect all deliverables within 30 days of receipt; non-conforming work must be cured at no cost within 10 business days or face cancellation and recovery of cure costs plus 10% administrative fee.
