About this file
Summary
This is a Statement of Work (Schedule A) for Request for Proposal (RFP) 260000002269 issued by the State of Michigan for statewide rubbish removal and recycling services across state-owned and state-operated facilities. The State seeks qualified contractors to provide reliable, cost-effective solid waste collection, hauling, disposal, and recycling services, with multiple awards anticipated to ensure adequate geographic coverage including remote locations and Upper Peninsula areas. Contractors may propose for rubbish services only, recycling services only, or both service categories. The scope includes all labor, vehicles, equipment, containers, and materials necessary for waste removal and recycling operations in compliance with federal, state, and local laws. Service needs vary significantly by location and include seasonal adjustments, multiple container sizes ranging from 96-gallon carts to 42-yard compactors, and varying pickup frequencies from daily to on-call basis. Contractors must declare the counties in which they will provide services, and scoring 80 points or higher qualifies proposals for pricing review with contract awards based on best value determination. A complete list of known service sites is provided in document 06b, and contractors are strongly encouraged to conduct self-guided site visits to verify physical conditions and service requirements before proposal submission.
The State will establish pricing that remains firm for each fiscal year (October 1 through September 30), with price adjustments requiring written State approval and becoming effective only at the beginning of subsequent fiscal years, supported by documented evidence of cost changes. Contractors must comply with extensive operational requirements including 24/7 emergency response capabilities, same-day or next-business-day missed pickup corrections, quarterly performance reviews, and comprehensive reporting on pickup logs, tonnage, recycling data, and incident documentation. Special requirements apply for Michigan Department of Corrections (MDOC) facilities, which mandate same-day compactor return, PREA compliance training, extensive background checks including LEIN clearance, security protocols, and no-photography restrictions in secure areas. Department of Military and Veterans Affairs (DMVA) facilities require compliance with entry authority listings, DBIDS badge procedures, and restrictions on electronic devices at specified buildings. Department of Natural Resources (DNR) locations require seasonal service adjustments, wildlife-resistant containers, specialized waste handling for wildlife-related materials, and service during DNR-approved hours. Contractors must maintain quality assurance programs, submit corrective action plans within five business days of identified service failures, and face liquidated damages of $1,000 plus $500 per day for late or improper contract completion.

Bidder must briefly describe the services it is proposing to provide:
Background The State of Michigan requires reliable rubbish removal and recycling services for State-owned and State-operated facilities throughout Michigan. Multiple awards may be issued to ensure adequate coverage, including remote locations and Upper Peninsula locations.
The State seeks solutions that ensure cleanliness, safety, operational efficiency, and effective waste management at highly visible public facilities. Service needs may vary by location and may include seasonal changes, multiple container sizes, and varying pickup frequencies.
Current known locations and service frequencies are provided for informational purposes only and are not intended to be an all-inclusive list of every State location that may request services under the Contract.
The State will utilize the following process to establish and manage multi-award contracts for rubbish and recycling services, as described below.
Contractors must submit proposals in response to this solicitation.
Contractors must declare the counties they are willing to provide services.
Contractors scoring 80 points or higher will have their initial pricing reviewed for possible contract award.
Awards will be made based on best value. An award of a contract is not a guarantee of business nor award of any specific location.
The State reserves the right to expand the vendor pool as deemed necessary by the State.
The State reserves the right to elect not to exercise an option year for a contract that has not been utilized within the initial contract term.
Scope The State of Michigan (the “State”) is issuing this Request for Proposal (RFP) to solicit responses from qualified Contractors to provide reliable, cost-effective rubbish (solid‑waste) collection, hauling, disposal, and recycling services for designated State facilities. The Contractor must provide all labor, vehicles, equipment, containers, tools, and materials required to perform waste and/or recycling removal and related services in accordance with this Scope of Work. All work must comply with federal, state, and local laws, landfill rules, and facility‑specific requirements.
A complete list of known service sites appears in document 06b. RFP 260000002269 - Container Demand. Contractors are strongly encouraged to conduct self-guided site visits, excluding DMVA and MDOC locations, to verify physical conditions, container accessibility, and service requirements before submitting a proposal. Staff will be unavailable to assist during these visits. MDOC sites are excluded due to security protocols and controlled access requirements. The State reserves the right to add or remove locations throughout the duration of the contract.
Service needs vary widely across locations, including seasonal changes (See Appendices 2 and 3), multiple container sizes, and varying pickup frequencies.
Locations associated with this RFP are highly visible public facilities that require dependable and consistent refuse and recycling services. The State seeks solutions that promote cleanliness, operational efficiency, and the protection of public health and safety for visitors, employees, and facility operations.
The State reserves the right to make one or more awards, including county based, regional, statewide, service category based, or zip code based awards, as determined to be in the State’s best interest based on Contractor qualifications, service availability, technical capability, service approach, geographic coverage, and ability to meet the State’s operational needs.
General Service Requirements The Contractor must provide all personnel, vehicles, equipment, containers, compactors, carts, tools, and materials necessary to perform the services awarded under the Contract.
The Contractor must maintain all serviced locations in a clean, healthy, and safe condition.
Any refuse, recyclables, debris, or other material spilled or displaced during service must be immediately cleaned up by the Contractor at no additional cost to the State.
Excess refuse that is properly bagged and placed beside full containers must be collected during scheduled service.
Refuse and recycling removal includes materials discarded in connection with State facility operations. Hazardous waste is excluded from regular pickup and must not be placed in or mixed with standard refuse or recyclables.
The Contractor must provide unscheduled, on-call, extra, same-day, and emergency pickups upon request and in accordance with the response times established in the Contract.
The Contractor must provide locking lids, lock bars, or secured containers upon request.
Optional services may include, but are not limited to, collection of recyclable materials, bulk waste, construction debris, cement, asphalt, or other related materials. Optional services will be requested on an as-needed basis.
The State reserves the right to consolidate other State of Michigan refuse collection contracts, delivery orders, and usage agreements into this Contract to meet the needs of the State and eligible purchasing participants.

Geographically Disadvantaged Business Enterprise Sub-Contractors: If contractors plan to utilize subcontractors to perform more than 20% of the deliverables under this contract, at least 20% of that subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises (GDBE). Contractor must inform the State to the name and address of the GDBE, the percentage of the work they will complete, the total amount estimated to be paid to the GDBE, and provide evidence for their qualifications as a GDBE. If contractor cannot find GDBE subcontractors to meet this requirement they must provide reasoning and justification to receive an exemption from this requirement from the State. Ordering, Delivery Orders (DO), Service Implementation, Service Changes Ordering:
The appropriate authorizing document for Contract services will be a Delivery Order (DO).
Delivery Order:
The Contractor must furnish, install, place, and service containers as specified in each Delivery Order.
Service Implementation:
Service implementation for awarded locations must be completed within 5 business days from the date of order, unless the State approves otherwise. Implementation is considered complete when all required containers, compactors, and roll‑off units have been delivered, installed or placed as required, and are ready for service.
The Contractor must maintain internal controls to verify abnormal orders and ensure that only authorized State personnel can place orders. The Contractor’s order verification process must be provided to the Program Manager or designee for approval.
Agency account information must be kept consistent across all Contractor collection, scheduling, service management, and billing systems. Accounts should be set up by agency, with sub‑accounts maintained for each facility within the agency.
Service Changes:
The State Program Manager or designee will provide written notification to the Contractor regarding any required changes to container locations, collection frequency, or service schedules. Adding or removing services at new or existing locations within the awarded service area does not require a Contract Change Notice but does require either an amendment to an existing Delivery Order or issuance of a new one. All new services will be authorized through a Delivery Order.
Any new locations added during the Contract term must be included on the Contractor’s service roster and reported to the current Contract Administrator and Program Manager. If services are discontinued at a location, that location must remain on the Contractor’s service roster for usage tracking and reporting purposes.
Requests for new services or changes to existing services at established locations must be implemented within five business days of receipt of the order, unless otherwise approved by the State. Container delivery, replacement, exchange, and relocation services must occur Monday through Friday, excluding State holidays, unless otherwise authorized by the Agency Program Manager or designee. Deliveries must be made to the facility address specified by the Agency and during the delivery hours listed in the applicable Delivery Order.

Pricing Administration and Price Changes Price Term:
Pricing must remain firm for the duration of each State of Michigan fiscal year (October 1 through September 30). The initial pricing period begins on the Effective Date and continues through the end of the applicable fiscal year.
Price Changes:
No additional terms or price changes will be added to any invoice.
Any request for a price adjustment must be submitted in writing and approved by the State prior to becoming effective. Approved price adjustments will become effective only at the beginning of a subsequent fiscal year pricing period unless otherwise agreed to in writing by the parties.
Adjustments will be based on changes in actual Contractor costs. Any request must be supported by written evidence documenting the change in costs. The State may consider sources, such as the Consumer Price Index; Producer Price Index; other pricing indices as needed; economic and industry data; manufacturer or supplier letters noting the increase in pricing; and any other data the State deems relevant.
Following the presentation of supporting documentation, both parties will have 30 days to review the information and prepare a written response. If the review reveals no need for modifications, pricing will remain unchanged unless mutually agreed to by the parties. If the review reveals that changes are needed, both parties will negotiate such changes, for no longer than 30 days, unless extended by mutual agreement.
