About this file
This file is a Vendor Questions & Answers document for RFP 260000002269, a statewide rubbish removal and recycling services solicitation administered by the Michigan Department of Corrections. The document addresses three key inquiries from bidders regarding service parameters and contract logistics. The anticipated contract effective date is January 5, 2027, subject to change based on operational factors. Service must be provided during normal business hours aligned with each agency's operational needs, with the option to request prior written authorization from the designated agency contact for services outside approved hours. The contractor must submit written requests outlining the reason, timeframe, and special considerations for after-hours service, with final approval at the agency's discretion.
Regarding facility operations, all vehicles entering secure MDOC facilities must disable photography and video recording equipment while within the fence perimeter. An exception is permitted for contractor staff to use photos or videos solely to document overages on open-top dumpsters for MDOC staff verification purposes; such documentation cannot be shared with any other parties. Bidders operating vehicles equipped with dash cams for driver safety and incident documentation must obtain written exceptions to operate such equipment within secure facilities. The document clarifies that contracted staff are restricted to safety-related recordings already disclosed in fleet operations, with strict limitations on the use and distribution of any recorded materials related to service delivery.

| RFP 260000002269 |
Statewide Rubbish Removal and Recycling Services Bidders who have questions for the above Solicitation must fill the sections below and attach the document in an email to the Solicitation Manager, as described in the Instruction to Bidders.
| Q # | Document and Section | Page # | Bidder Question | Answer (to be completed by the State) |
| 1 | Michigan Department of Corrections Vendor Rules & Regulations | 10 | In reference to Misuse of Recording Devices or Recorded Information. Our trucks are already equipped with ProVision dash cams for driver safety and incident documentation. Would the Department consider a written exception for safety-related recording equipment already disclosed in our fleet operations? | All vehicles that enter an MDOC secure facility (within the fence) are required to turn off any photography or video equipment while traveling through the facility. Contractor staff are permitted to use a photo or video to confirm and document overages for open top dumpsters only. Any video or photograph used to confirm overages on open top dumpsters must not be shared with anyone other than MDOC staff. |
| 2 | Schedule D (Service Level Standards) | 1 | What are the approved service hours? What is the process to be authorized to service outside the approved service hours if necessary? | Per section 7.1 of Schedule A, "The Contractor must service all containers during normal business hours unless otherwise agreed upon in writing by the State." |
Service hours will align with each agency’s operational needs and standard business hours unless otherwise communicated. If service outside approved hours is required, the contractor must obtain prior authorization from the requesting agency’s designated contact. The authorization process will typically involve submitting a written request outlining the reason, timeframe, and any special considerations. Final approval will be granted at the agency’s discretion.
3 Standard Contract Terms 1 What is the actual start date of contracted services once the bid is approved and awarded? We anticipate the contract effective date will be January 5, 2027. However, this date is subject to change based on several factors.
