About this opportunity
The State of Maine Division of Purchases is requesting bids for a master agreement on rubber stamps, daters, numbering machines, and notary seals with bids due August 4, 2010. The contract runs from September 1, 2010, through August 30, 2011, with two one-year renewal options available.
Bidders must submit current catalogs listing all products and unit pricing for four categories of hand stamps (one-line, two-line, three-line, and signature) and four Ideal brand self-inking stamp models (Ideal 50, 100, 200, and 300) with specified dimensions and line capacities. All bids must be submitted through the Vendor Self Service (VSS) system with pricing entered as unit costs; physical catalogs and price sheets must be mailed separately to Sue Garcia at the Division of Purchases in Augusta, Maine. Prices must be net, including all transportation charges with FOB destination delivery in first-class condition, and must remain firm for the contract duration. The State is exempt from Federal and Maine State Sales and Use Taxes. In cases of tie bids, preference is given to in-state bidders or those offering commodities produced or manufactured in Maine.
The estimated contract value is approximately $20,000 based on the prior year's expenditures, though actual contract value depends on the State's required quantities. Award will be made to the lowest-price bidder whose bid fully meets specifications. The State reserves the right to make a single award or split the award as it determines offers best value and to increase or decrease quantities by up to 10 percent.
The successful contractor must accept the State of Maine Procurement Card as payment without surcharge, extend contract pricing to Maine political subdivisions and school districts, and submit monthly reports detailing purchases by agency name, order date, quantity, and dollar amount. The Division of Purchases reserves the right to cancel with thirty days' written notice or immediately if the contractor fails to conform to contract terms, conditions, and specifications.
