About this file

This is a Scope of Work and bid specification document for the State of Maine's Division of Purchases for the establishment of a master agreement contract for rubber stamps, numbering machines, daters, and notary seals. The contract period runs from September 1, 2010, through August 30, 2011, with one base year and two one-year renewal options available, resulting in a potential three-year agreement. Bidders must submit current catalogs listing all products covered under the contract no later than the bid opening date, along with pricing for four categories of hand stamps (one-line, two-line, three-line, and signature) and four Ideal brand self-inking stamp models (Ideal 50, 100, 200, and 300) with varying dimensions and line capacities. All bids must be submitted through the Vendor Self Service (VSS) system with pricing entered as unit costs, and physical catalogs and price sheets must be mailed separately to Sue Garcia at the Division of Purchases in Augusta, Maine.

Bid prices must be net including all transportation charges with FOB destination delivery in first class condition, and prices are to remain firm for the contract duration. The estimated contract value is approximately $20,000 based on the previous year's expenditures, though the actual contract value will be determined by the State's actual quantities required. Award will be made to the lowest price bidder whose bid fully meets specifications, and the State reserves the right to make a single award or split the award as it determines offers the best value. The successful contractor must accept the State of Maine Procurement Card as a form of payment without surcharge, must extend contract pricing to Maine political subdivisions and school districts, and must submit monthly reports detailing purchases by agency name, order date, quantity, and dollar amount. The Division of Purchases reserves the right to cancel the contract with thirty days written notice or immediately if the contractor fails to conform to contract terms, conditions, and specifications.
