About this opportunity
The Oregon Department of Transportation (ODOT) is seeking a certified Emerging Small Business (ESB) contractor to install Lenel Card Access and intrusion alarm security systems at the Troutdale Maintenance Station. The project involves adding card reader access to five doors in the Maintenance Shop building and two doors in the 8-Bay Storage Building, with two doors in each building also requiring security alarm systems. Specific deliverables include installing Lenel Dual Reader Control Boards, HID Signo card readers, LifeSafety Power Supplies, HES 5200 Series electric strikes, and Honeywell security components. All Lenel system programming and testing must be performed by a certified Lenel Installer from an approved Value Added Reseller (VAR), which the primary contractor must subcontract. The project has a substantial completion deadline of April 21, 2025, with final completion by April 30, 2025. A voluntary pre-quote site walkthrough was scheduled for February 13, 2025, at 2:00 p.m., with final quotes due on February 24, 2025, at 11:00 a.m. through the OregonBuys system.
The procurement is exclusively restricted to ESB-certified contractors who must perform at least 51% of the labor using their own workforce. Two ESB-certified contractors submitted bids: HTT Communications LLC from Scio, Oregon, with a total bid of $49,989.00, and Nexus Electrical Group, LLC from Beaverton, Oregon, with a bid of $55,978.01. Contractors must be licensed with the Oregon Construction Contractors Board (CCB) and will be evaluated on pass/fail criteria including licensing, ESB certification, and performance history. The security systems must be compatible with Total Connect and integrated with the Lenel systems to allow badge-swipe alarm cancellation. Existing infrastructure includes pre-wired interior doors and an underground 4-inch conduit connecting the Maintenance Shop and Storage Building. The project will utilize existing low-voltage conduit between buildings, and a licensed electrician must be coordinated for electrical work. The award will be made to the lowest responsive and responsible bidder, with payment based on actual measured quantities rather than estimated quantities.
