About this file

This is Addendum No. 1 to a Request for Competitive Quotes (RFCQ) issued by the Oregon Department of Transportation (ODOT) for the ESB - ODOT Troutdale MS Lenel Card Reader Access & Intrusion Alarm Security project (RFCQ No. S-73000-00012765). The addendum, dated February 19, 2025, modifies the original RFCQ by replacing two exhibits: the Technical Specifications document (Exhibit 1) and the Plan document (Exhibit 2) with updated versions. The addendum also provides clarification through a Question and Answers section addressing bidder inquiries regarding equipment specifications and system integration. Key clarifications include confirmation that the Panel LNL-X2220 and interface module LNL-1320-S3 will provide four reader ports, with the fifth port derived from abandoning the existing NEDAP reader; specification that bidders must price the LNL-X2220 as listed rather than the newer LNLM2220 model; confirmation that no door contacts will be installed on exterior doors; and technical clarification that security alarm integration with the Lenel system will function through an output from the Lenel ISC to an input on the Honeywell Intrusion Alarm Panel to enable alarm cancellation via badge swiping.

All requirements specified in this addendum are binding and integral to the RFCQ, with bidders required to be responsive to addendum requirements as if they were originally set forth in the base RFCQ document. The buyer for this procurement is Kayleen Warner (Kayleen.warner@odot.oregon.gov), and quote submission deadlines and bid opening dates are referenced in the OregonBuys system.

REQUEST FOR COMPETITIVE QUOTES

ADDENDUM NO. 1

RFCQ NO.: S-73000-00012765 QUOTE SUBMISSION

DEADLINE:

See “Bid Opening Date” and time for this Competitive Quote in OregonBuys

DESCRIPTION: ESB – ODOT Troutdale MS Lenel Card Reader Access & Intrusion Alarm Security

BUYER:

Kayleen Warner EMAIL: Kayleen.warner@odot.oregon.gov

This Addendum modifies the Request for Competitive Quotes (RFCQ) document(s) only to the extent indicated herein. All other areas not changed or otherwise modified by this Addendum remain in full force and effect. This Addendum is hereby made an integral part of the RFCQ document. Bidder must be responsive to any requirements of this Addendum as if the requirements were set forth in the RFCQ.

THE PURPOSE OF THIS ADDENDUM IS TO:

1. Document “00012765 Exhibit 1 Technical Specifications.pdf” is deleted in its entirety from the attachments folder and replaced with updated document “00012765 Exhibit 1 Technical Specifications – Updated.pdf”

2. Document “00012765 Exhibit 2 Plan.pdf” is deleted in its entirety from the attachments folder and replaced with updated document “00012765 Exhibit 2 Plan - Updated.pdf”

3. Questions and Answers as follows:

Q1: The RFP for the Maintenance Building details five (5) card readers but only includes four (4) reader ports (two on the new Lenel LNLX2220 and two on the new LNL1320 Dula Reader Interface Module). We propose adding a Lenel LNL1300 Single Reader interface Module to provide a reader port for the 5th card reader. Is this correct?

A1: Panel LNL-X2220 and interface module LNL-1320-S3 in the material list will provide (4) new reader ports. The fifth port will come from abandoning the NEDAP reader as listed in Material List, Item A.1, therefore proposed LNL1300 interface module is not needed.

Q2: Lenel has released the LNLM2220 to replace the LNLX2220 ISC (released by Lenel in October of 2024). While the LNLX220 is still available should we price the Lenel LNLM2220 ISC instead of the LNLX2220?

A2: Bidders are to include LNL-X2220 as listed in the project specifications. Lenel is selling the LNL- X2220 and exhausting their inventory before the "M" series boards ship. Most likely bidders will only be able to get the LNL-X2220.

Q3: Are there any door contacts to be installed on the exterior doors for either building?

A3: No, door contacts will not be installed.

Q4: The RFP states: “Security alarm systems shall be integrated with the lenel systems so that alarms are cancelled by badge swiping.” Is this function being done via an output from the Lenel ISC to an input on the Honeywell Intrusion Alarm Panel?

A4: Correct. An output from Lenel to an input on the alarm system.
