About this file

This is a Technical Specifications document issued by the Oregon Department of Transportation (ODOT) for the Troutdale Maintenance Station Lenel Card Reader Access and Intrusion Alarm Security Project. The project involves installing functional access control and security alarm systems at two buildings: the Maintenance Shop building, which requires card reader access on five doors with security alarm systems on two of those doors, and the 8-Bay Storage Building, which requires card reader access and security alarm systems on two doors. The material list specifies Lenel Dual Reader Control Boards (LNL-X2220), HID Signo card readers (40NKS-00-000000), LifeSafety Power Supplies, HES 5200 Series electric strikes, Schlage ND80 handles, Honeywell Vista keypads and alarm panels, motion detectors, and cellular communicators for both buildings. A voluntary pre-quote site walkthrough was scheduled for February 13, 2025, with final quotes due February 24, 2025, at 11:00 a.m. through the OregonBuys system. Substantial completion is required by April 21, 2025, with final completion by April 30, 2025. The contract is restricted to Emerging Small Business (ESB) certified contractors, and work must be performed Monday through Thursday between 7:00 a.m. and 5:00 p.m., with coordination required for Friday work.

The specifications require that all Lenel Card Access System programming and testing be performed by a certified Lenel installer subcontracted from an approved Value Added Reseller (VAR), including Everon, Convergint Technologies, Cook Security Group, Reece Complete Security Solutions, Securitas Electronic Security Inc., or Paladin Technologies. Security alarm systems must be compatible with Total Connect and integrated with the Lenel systems to allow badge-swipe alarm cancellation. The contractor must coordinate with a licensed electrician for electrical work and utilize existing low-voltage conduit between buildings. The ODOT Project Manager is Jorge Ojeda, and the contractor must provide a minimum 10 business days' notice before commencing work and schedule all activities with the project manager. Submittals must be approved by ODOT prior to on-site construction, and the contractor is responsible for all site cleanup, material storage arrangements, permit acquisition, temporary utility arrangements, and compliance with Oregon OSHA regulations. Two ESB-certified contractors submitted bids: HTT Communications LLC at $49,989.00 and Nexus Electrical Group, LLC at $55,978.01, with award based on the lowest responsive and responsible bidder.
