About this opportunity

Gwinnett County Board of Commissioners is requesting proposals for Safety, Health, and Loss Control Services on an annual contract with four one-year renewal options, with proposals due August 21, 2023 at 2:50 p.m. local time and a WebEx pre-proposal conference scheduled for August 7, 2023 at 10:00 a.m.

The RFP divides into two separately-scorable sections that may be bid separately or together. Tab 1 covers in-house safety, health, and loss control training: twelve monthly defensive driving classes conforming to National Safety Council curriculum and eight additional days of classes across various safety topics, with an estimated 140 hours of instruction in 2024. Tab 2 addresses general consulting services including facility inspections, with approximately 30 to 40 hours anticipated in 2024. Trainers must hold National Safety Council certification for defensive driving; safety inspections must be conducted by a Certified Safety Professional; industrial hygiene audits by a Certified Industrial Hygienist; and ergonomic assessments by a Certified Ergonomist. The county will provide and maintain all training materials. Service is intended for approximately 5,000 county employees.

The initial contract period runs January 1, 2024 through December 31, 2024. Proposals are evaluated on a 100-point scale: personnel qualifications (30 points), approach and understanding of scope of work (10 points), references (10 points), and cost in a sealed envelope (50 points), with an optional 10-point interview component. Evaluation occurs in three steps: Step 1 scores technical qualifications; Step 2 opens and scores cost proposals for shortlisted firms; Step 3 may include interviews at the Evaluation Team's discretion. Pricing must remain firm for the initial contract term, with renewal option pricing specified by the vendor.

Service providers must submit pricing on a fee basis for training and hourly rates for consulting. Payment occurs from the County's Risk Management Budget, which requires Board approval in January before payment commences. All awardees must provide proof of insurance: Professional Liability ($1,000,000 minimum), General Liability ($1,000,000 per occurrence), Auto Liability ($500,000 per occurrence), and Workers' Compensation, with insurance companies rated A-5 or higher by A.M. Best and authorized in Georgia. Contractors must comply with E-Verify and submit a notarized Contractor Affidavit and Agreement, Code of Ethics Affidavit, and three professional references of similar-sized governmental clients. The incumbent providers are Willis Insurance Services of Georgia, Inc. and Edgewood Partners Insurance Center dba EPIC. Proposals must be delivered physically to 75 Langley Drive, Lawrenceville, Georgia 30046; Gwinnett County does not accept electronic submittals. Acknowledge Addendum #1 (dated August 16, 2023) and Addendum #2 (dated August 17, 2023) on the Service Provider Information form.
