About this file

This is Addendum #2 to Request for Proposal RP021-23 issued by Gwinnett County Board of Commissioners for the Provision of Safety, Health, and Loss Control Services on an Annual Contract. The addendum clarifies the scope of services, training requirements, and qualifications for service providers through a question-and-answer format. Key clarifications include that Incident Command Systems 100 and 700 courses are reference materials only and not training to be provided by the contractor, and that Gwinnett County will provide and maintain all training materials to ensure currency with county operations. The RFP requires service providers to support state-approved continuing education programs with trainers possessing working knowledge of the topics, though state approval of individual trainers is not required. The addendum must be acknowledged on the Service Provider Information page of the proposal submission, with failure to do so potentially resulting in a non-responsive bid determination.

Service provider qualifications are specified by discipline: the Defensive Driving Course requires National Safety Council certification, safety inspections must be conducted by a Certified Safety Professional, industrial hygiene audits by a Certified Industrial Hygienist, and ergonomic assessments by a Certified Ergonomist. The incumbent service providers are Willis Insurance Services of Georgia, Inc., and Edgewood Partners Insurance Center dba EPIC, who have held the contract since RP026-18. This addendum was issued on August 17, 2023, and bidders must acknowledge receipt to maintain proposal responsiveness. Gwinnett County does not accept electronic submissions for formal solicitations, and proposals must be received by 2:50 p.m. on the specified due date.

Addendum #2

RP021-23

Provision of Safety, Health, and Loss Control Services on an Annual Contract

Please see the below summation of questions and answers for the above solicitation.

Questions:

Q1. Incident Command Systems 100 and 700 are listed as requested programs. Which departments or employees is the County targeting with this training?

A1. This is not training outlined in “Safety Classes Taught by Outside Service Provider” on Page 14.

These courses are in the list “State of Georgia Classes Currently Approved for Recertification Points” on Page 13. The County has no plans to teach these classes in relation to this proposal.

Q2. Regarding State of GA CEU approved programs (page 13 of the RFP), it lists a number of training programs that have already been approved for CEU for the state. Since these programs have been approved, do service providers need to get our trainer approved by the state to support this training?

A2. No state approval of service provider trainer is required. However, service provider trainer should have a working knowledge of the topic.

Q3. Regarding Training Materials: the RFP suggests all training programs service providers will need to support are already developed and have been used in the past. Is it a correct assumption that these programs are up to date and minimal time will be required to update these programs?

A3. Gwinnett County will provide the training and maintain its currency with respect to County operations.

Q4: Is the County currently using service providers to support the scope of work requested? If yes, please note the service providers and length of time they have had this contract.

A4: The current contract is RP026-18. The current service providers are Willis Insurance Services of

Georgia, Inc., and Edgewood Partners Insurance Center dba EPIC.

Q5: What certifications may be required from service providers?

A5: Certifications of service providers will vary depending upon tasks requested. Defensive Driving

Course will require certification from the National Safety Council to teach the 6/8 hour course. Safety inspections should be done by a Certified Safety Professional. Industrial Hygiene audits should be done by a Certified Industrial Hygienist. Ergonomic assessments should be done by a Certified Ergonomist.
