About this opportunity

Gwinnett County, Georgia, through its Board of Commissioners and Administrative Office of Courts, is soliciting proposals via Request for Proposal RP007-26 for the provision of comprehensive adolescent treatment services on a multi-year contract. The County seeks qualified service providers to deliver integrated behavioral health and substance use treatment services across three treatment court tracks: Juvenile Drug Treatment Court (JDTC), Juvenile Behavioral Health Court (JBHC), and Family Treatment Court (FTC). The scope of services includes evidence-based individual and group counseling, family therapy, clinical assessments, case management, psychiatric and medication management coordination, peer support and recovery coaching, crisis intervention, educational and vocational support, residential substance abuse treatment, and community support services. Service providers must operate in compliance with Council of Accountability Court Judges (CACJ) Standards and coordinate with juvenile justice, child welfare, probation, schools, and community agencies to serve an anticipated seventy-two initial referrals annually. Evaluation of technical proposals will be conducted across seven criteria worth a combined 100 points: Standards Compliance & Program Design (30 points), Clinical Quality & Evidence Base (20 points), Staffing, Experience & Capacity (10 points), Data, Reporting & Evaluation (10 points), Operational Readiness & Facilities (15 points), References (5 points), and Equity, Access & Community Partnerships (5 points); cost proposals submitted in a separate sealed envelope will be evaluated for up to 10 points with the lowest cost receiving maximum points, and optional interviews may award up to 10 points for a total possible score of 110 points. The original deadline of January 14, 2026, at 2:50 P.M. for sealed proposal submission to Gwinnett County Financial Services - Purchasing Division, 75 Langley Drive, Lawrenceville, Georgia, was extended to January 23, 2026, at 2:50 P.M. via Addendum 1; questions must be directed to Chelsey Ward, Purchasing Associate III, by 2:00 P.M. on January 5, 2026, and the virtual bid opening will be conducted via Webex on January 23, 2026. The contract term shall commence upon final execution through December 31, 2026, with automatic renewal on the same terms for four additional calendar years unless terminated by the County within 60 days of year-end, creating a potential five-year obligation.

The County does not set aside work for any particular classification and imposes no restrictions limiting response to disadvantaged enterprises; however, all proposing entities must demonstrate E-Verify participation, submit a Code of Ethics Affidavit and Contractor Affidavit, and provide three references for comparable juvenile or family treatment court services within the past five years. Service providers are preferred to offer the full scope of services and are encouraged to maintain physical facility locations within the geographic service zones they propose; the County anticipates awarding contracts to multiple providers based on geographic zones (North and South zones divided by Interstate 85 and Highway 316) to ensure adequate service availability, though it reserves the right to award both zones to a single provider. All proposing entities must maintain comprehensive insurance coverage including Commercial General Liability ($2,000,000 aggregate), Professional Liability ($1,000,000 per claim/$2,000,000 aggregate), Automobile Liability ($1,000,000), Workers' Compensation (Georgia statutory), and Umbrella/Excess Liability ($1,000,000) with A.M. Best ratings of A-10 or higher, though certificates of insurance are not required with proposals but must be provided prior to contract execution. Cost proposals shall include unit pricing for twenty-one line items spanning the full spectrum of services across all five contract years, with facility and overhead costs billed monthly over sixty months; the County will not absorb or assist with start-up or onboarding costs, requiring all such expenses to be incorporated into unit pricing. Telehealth is permitted only for group therapy sessions, while individual and family therapy must be provided in-person, and clinical staff physical presence at court proceedings is preferred but may be waived on a case-by-case basis at the judge's discretion. No specific award value or budget range is disclosed in the solicitation documents, and the County reserves the right to reject any or all proposals, waive technicalities, negotiate with highest-ranked providers, and make awards deemed in its best interest.
