About this opportunity
The City of Lakeland Community Redevelopment Agency is requesting sealed proposals for construction of the Rose Street Streetscape Improvements Project through a best-value procurement process, with proposals due November 20, 2026 at 3:30 p.m. and a mandatory pre-proposal meeting on October 28, 2026 at 9:00 a.m. under the overpass on Rose Street. Bidders must hold a valid Florida State Certified License for either General Contractor (CGC) or Building Contractor (CBC) and attend the pre-proposal meeting with sign-in; proposals not submitted by the deadline will not be accepted.
The scope encompasses roadway resurfacing, pedestrian accessibility enhancements, drainage improvements, decorative streetscape features including architectural pavers, landscape restoration, street lighting, signing, and pavement markings along the Rose Street corridor. The project includes a CSX railroad crossing component requiring railroad coordination. Work comprises 33 line items including 2,779 square yards of concrete removal, 2,766 linear feet of curbing, 4,500 linear feet of electrical conduit, 2,051 square yards of architectural pavers, landscape and irrigation systems, and mobilization. The contractor must furnish all labor, supervision, materials, equipment, permits, testing, maintenance of traffic, utility coordination, and project management; certain specified items will be performed by the City of Lakeland and identified separately in Attachment I.
Evaluation uses a 100-point best-value system: firm qualifications (15 points), similar project experience (15 points), technical approach (20 points), project team qualifications (15 points), project schedule (10 points), public communication and traffic maintenance (5 points), quality control and safety (5 points), local or CRA experience (5 points), and cost proposal (10 points). The cost score uses a sliding scale where a $1 million bid receives 10 points; lower scores apply to higher bids. Specifications include FDOT Local Agency Program Class D standards for earthwork, asphalt concrete, and concrete construction with detailed compaction, density, and testing requirements.
Submission requirements include a bid bond equal to five percent of proposed price, W-9 documentation, Florida Division of Corporations registration, notarized hold-harmless and human trafficking affidavits, proof of insurability, and three professional references. The successful contractor must furnish a public construction bond equal to the full contract price within ten days of award and maintain commercial general liability ($2 million per occurrence), business automobile liability ($1 million per occurrence), workers' compensation at statutory limits, excess liability ($1 million), and contractors pollution or environmental impairment liability ($1 million). Written questions are due November 12, 2026 at 5:00 p.m. Proposals remain valid for 60 days from opening. The City reserves the right to award to one or more proposers and is not obligated to accept the lowest bid.
