About this file

This is an Evaluation Scoring Guide for the Rose Street Streetscape Improvements project issued by the City of Lakeland Community Redevelopment Agency (CRA) in Florida. The guide establishes a 100-point best-value procurement system for evaluating sealed proposals from qualified contractors to construct streetscape improvements along the Rose Street corridor. The project scope encompasses roadway improvements, pedestrian accessibility enhancements, drainage improvements, decorative streetscape features, landscape restoration, lighting, signing, pavement markings, and associated public infrastructure improvements. Successful contractors must demonstrate experience delivering complex roadway and streetscape improvements while maintaining public access, coordinating with utilities and adjacent stakeholders, and completing work in accordance with applicable federal, state, and local requirements. Proposals are submitted electronically through the City's designated procurement portal before established deadlines, with late submissions not accepted. The pricing proposal must include a total lump sum for the entire project.

The evaluation scoring guide allocates points across nine criteria: Firm Qualifications (15 points), Similar Project Experience (15 points), Technical Approach (20 points), Project Team (15 points), Project Schedule (10 points), Public Communication and Traffic Maintenance (5 points), Quality Control and Safety (5 points), Cost Proposal (10 points), and Local Experience/CRA Experience (5 points). The cost proposal score is calculated using a formula where the lowest qualifying responsive cost proposal receives 10 points, with other proposals receiving proportionate scores based on their costs relative to the lowest bid. Evaluators must apply consistent standards to all vendors, score only submitted material and permitted clarifications, and document evidence supporting each score. The guide includes detailed scoring ranges and evaluator guidance for each criterion to ensure consistent assessment across all proposals.

Evaluator Instructions

• Use the high end of a range when the proposal fully demonstrates that performance level; use lower values for gaps or weaknesses.

• Award zero when no relevant information is supplied for a criterion.

• Apply the same standards to all vendors; score only submitted material and permitted clarifications.

• Document the evidence supporting each score.

• Refer possible failures of mandatory solicitation requirements to Purchasing for responsiveness review rather than treating them solely as scoring deficiencies.

• Local/CRA experience measures comparable project conditions, not simply the vendor’s headquarters location.
