About this file

This is a Utility Work Schedule document prepared by the City of Lakeland Community Redevelopment Agency (CRA) in coordination with Spectrum Sunshine State, LLC and Lakeland Electric for utility relocations associated with the Rose Street Streetscape Project in Polk County, Florida. The schedule establishes the timeline and procedures for relocating underground conduit, coax, and fiber optic facilities along Rose Street, with work activities spanning from Station 11+5 to Station 19+65. The project requires the installation of new coax and fiber in two separate underground conduit runs (3x 2" and 2x 2" conduits), followed by fiber and coax splicing/activation and subsequent wreck-out of old facilities. The utility work schedule was dated June 1, 2026, with City of Lakeland approval granted on September 10, 2026. The document identifies Jason A. Alligood, P.E. (Senior Project Manager) and Valerie Vaught (CRA Manager) as project representatives, with John Johnson serving as Spectrum's Construction Coordinator and primary contact.

The utility work schedule allocates 30 consecutive calendar days prior to City of Lakeland project construction and 0 days during construction for completion of Spectrum's work activities. Spectrum has established several critical constraints including a mandatory 30-day advance notice requirement for scheduling any project-related work, unavailability during inclement weather and observed federal holidays, and standard operating hours of 7:00 AM to 4:00 PM Monday through Friday with 48-hour notice required for after-hours work. A critical dependency exists whereby Spectrum's fiber and coax relocation is contingent upon Lakeland Electric's completion of new conduit and wire installation underground prior to pole relocation and removal of buried facilities. Additionally, all fiber splicing requires 30 days for coordination and cut-over, and the contractor must provide right-of-way and centerline staking prior to Spectrum's work initiation. All utility work must comply with the 2017 Utility Accommodation Manual and applicable Florida Administrative Code provisions.

CITY OF LAKELAND

UTILITY WORK SCHEDULE

REV. May 3, 2022

Pursuant to Section 337.403 F.S., the UAO and City of Lakeland agree to the UAO’s need for relocation or adjustment to its utilities and City of Lakeland’s need for a schedule for the UAO to effect the relocation or adjustment. This utility work schedule is based on City of Lakeland plans dated in the project information box below. Any deviation by City of Lakeland or its contractor from these plans, may void this utility work schedule. Upon notification by City of Lakeland of a change to these plans, the UAO may negotiate a new utility work schedule. The UAO agrees to notify City of Lakeland and the contractor in writing prior to starting, stopping, resuming, and completing work in accordance with this utility work schedule. The UAO shall obtain a utility permit and comply with requirements of the 2017 Utility Accommodation Manual (UAM) for all work done under this utility work schedule. The UAO is not responsible for events beyond the control of the UAO that could not be reasonably anticipated by the UAO and which could not be avoided by the UAO with exercise of due diligence at the time of the occurrence.
