About this opportunity
The State of West Virginia Division of Corrections and Rehabilitation is seeking sealed bids through an Agency Request for Quotation (ARFQ 0608 DCR2600000079) for a comprehensive roof replacement project at the Central Regional Jail and Correctional Facility located at 1255 Dry Hill Road, Sutton, West Virginia 26601. The project scope encompasses removal of the existing rock ballast, rubber membrane roof system, and insulation from the roof installed circa 2009, and installation of a new two-ply modified bitumen membrane roofing system across five building roof areas (A, B, C, D, and E) with a mix of concrete and metal decking substrates. Key deliverables include installation of tapered insulation systems achieving an R-30 average rating with minimum 1:12 slope, installation of gypsum coverboard, application of modified bitumen base and cap sheets, installation of new metal counterflashing and coping, installation of scuppers and downspouts, and application of coal-tar flood coat with embedded aggregate on specified sections. The contractor must be factory-trained and authorized by the roofing manufacturer with a minimum of five years' experience and successful completion of at least five similar projects; the manufacturer's representative must be a full-time West Virginia resident employee present on-site a minimum of three days per week during installation. Bidders must submit a lump-sum base bid price along with unit prices for potential change orders including metal decking replacement, internal roof drain replacement, concrete decking patching, and wood nailer replacement, and must provide a 30-year manufacturer's warranty covering both labor and material with no dollar limitation and edge-to-edge coverage meeting specified wind uplift requirements. The mandatory pre-bid meeting is scheduled for March 4, 2026, at 10:00 a.m. EST, with questions due by March 11, 2026, at 2:00 p.m. EST to Philip K. Farley at philip.k.farley@wv.gov or (304) 549-1050; sealed bids are due by March 25, 2026, at 10:30 a.m. EST at the Division of Administrative Services office in Charleston, West Virginia, with public bid opening at 11:00 a.m. EST the same day. The contract becomes effective upon receipt of notice to proceed and must be completed within 365 calendar days, with work restricted to Monday-Friday, 8:00 a.m. to 4:00 p.m., excluding state holidays.
The solicitation is open to all qualified vendors; however, West Virginia Code provides preference provisions for certified non-resident small, women-owned, or minority-owned businesses. The apparent successful bidder must submit a West Virginia contractor's license, a bid bond equal to 5% of the bid amount, performance and labor/material payment bonds each equal to 100% of the contract value, and a two-year maintenance bond for the roofing system. All work must comply with NRCA standards, current building codes, and manufacturer specifications; the contractor is responsible for all materials, labor, equipment, temporary facilities, site cleanup, restoration of the property to its original condition, and security background checks for all on-site personnel. The solicitation documents do not specify a total contract value or budget range, but interested parties should direct inquiries to the buyer Philip K. Farley and review the complete solicitation package including technical drawings, specifications, and all addenda (Addendum No. 1 and Addendum No. 2) to obtain comprehensive project details, performance requirements, and evaluation criteria. No incumbent contractor or current contractor information is provided in the available documentation.
