About this file
This is an Addendum No. 2 to a Request for Quotation (ARFQ 0608 DCR2600000079) issued by the state for a roof replacement project at the Central Regional Jail and Correctional Facility. The project involves roof replacement work across multiple designated areas (A, B, C, D, and E) of the facility. Key technical requirements include installation of tapered insulation to achieve an R-30 average rating with proper slope to existing roof drains, for which contractors must submit shop drawings during the submittal process. The addendum specifies existing roof core hole cut depths by area, with varying insulation thicknesses ranging from 3 to 9.5 inches of ISO insulation with woodfiber components. A mandatory pre-bid sign-in sheet is required for attendance. The bid submission deadline remains 10:30 AM Eastern Standard Time on March 25, 2026.
Contractor responsibilities outlined in the addendum include removal and reinstallation of existing supermaze razor wire and security fixtures, removal of existing coverings on natural gas pipes located on roof areas, sandblasting of existing natural gas pipes, and application of two coats of rust-resistant safety yellow paint to both existing and any newly installed natural gas pipes. The paint specifications require that it not crack or be easily removable after drying. These clarifications establish specific performance standards and material requirements that bidders must account for in their quotations and project planning.

Clarifications:
C1: Please see the attached mandatory pre-bid sign-in sheet.
C2: The contract drawings do not show the locations of the tapered insulation. The contractor must do the tapered insulation shop drawings to reflect the required R-30 average with the required slope to the existing roof drains. The contractor must submit the shop drawings during the submittal process for the project.
C3: Below is the core hole cut depths of the existing roof per area:
C3(a) Areas A, E: High spot: 9.5" iso (9" iso, 0.5" woodfiber). Low spot: 4.5" iso (4" iso, 0.5" woodfiber).
C3(b) Area B: 3.5" iso (3" iso, 0.5" woodfiber).
C3(c) Area D: High spot: 6.5" iso (6" iso, 0.5" woodfiber). Low spot: 4.5" (4" iso, 0.5" woodfiber).
C3(d) Area C: High spot: 5" iso (4.5" iso, 0.5" woodfiber), Low Spot: 3” iso (2.5" iso
0.5" woodfiber).
C4: It is the contractor’s responsibility to remove any existing super maze razor wire, etc. to do the installation. The contractor must reinstall all existing supermaze razor wires, etc.
that must be removed to do the roof replacement installation.
C5: The contractor must remove any existing covering that is on the existing natural gas pipes that are located on the roof areas. The contractor must sandblast the existing natural gas pipes that are located on the roof areas. The contractor must paint the existing natural gas pipes safety yellow. The contractor must put two (2) coats of safety yellow paint on the existing natural gas pipes. The same applies for any new natural gas pipes that must be installed in the event the existing natural gas pipes must be raised. The paint must be rust resistant, not crack, and not easily removable after it dries.
